<br />Council Meeting Minutes <br />June 14, 1994 <br /> <br />Page 4 <br /> <br />Council Business. continued <br /> <br />Fulton presented the award of the contract for asphalt overlay trails at Innsbruck <br />Park. <br /> <br />Council authorized installation of a gravel crushed rock path trail from Bent Tree <br />Hills Drive extending southerly and easterly to the connection points at 27th Avenue <br />and Linden Drive. This trail section was not the most contentious section discussed <br />several months ago. Council directed staff to solicit bids for the rock base trail; and <br />awarded the bid to Bituminous Consulting and Contracting. The City solicited an <br />alternate bid for completion of this section with asphalt. The additional cost for <br />completing this trail section is $4,259.20. <br /> <br />The main reason for soliciting this bid was to have a specified amount as it pertains <br />to the added construction costs for completing the trail and positioning ourselves in <br />the event excellent bids were received for asphalt and overall park improvement. <br /> <br />For the following reasons, Fulton suggested this section be asphalt at the current <br />time: the neighboring properties feel if the trail is installed this year they prefer <br />asphalt; installing a rock base trail and then returning to apply asphalt requires <br />added costs; an asphalt trail provides a better bike trail base; and the overall bids <br />received for summer park improvements were well within budgeted amounts. <br /> <br />Benke noted that originally the asphalt trails were not considered to be installed this <br />year due to the assumption they were cost prohibitive at this time. <br /> <br />Williams verified the correctness of the costs provided in the staff recommendation. <br /> <br />Motion by Larson, seconded by Benke, to AUTHORIZE TIlE AWARD OF THE <br />ADDmONAL (lNNSBRUCK PARK TRAILS) ASPHALT TO BITUMINOUS <br />CONSULTING AND CONTRACTING COMPANY, INC. FOR A COSI' OF <br />$4,259.20. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Gunderman requested additional discussion of the peddler's license request from <br />Youth Today-Leaders Tomorrow. <br /> <br />Gunderman noted past concerns regarding peddler and solicitation license requests in <br />general, not just for this organization. He requested staff to require peddlers to <br />carry a brochure which would explain to residents the City's licensing procedures. <br />Also, he asked that the City Attorney review whether it is permissible for the City <br />to make available to residents a sticker which could be placed on a residence stating <br />that peddler activity is unwelcomed. He suggested that in next In the Neil!hborhood <br />Newsletter, the City provide such a sticker to persons who do not desire this <br />activity . <br /> <br />Benke questioned whether this sticker would prohibit political candidates from <br />campaigning door-to-door. Gunderman's intent is mainly to prohibit those selling <br />products door-to-door, however, he realizes that certain groups could not be <br />disallowed and such a sticker would need to encompass all groups.
