<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />June 14, 1994 <br /> <br />Page 5 <br /> <br />Council Business. continued <br /> <br />Samuelson asked if background investigations are required for non-resident peddlers. <br />Fulton confirmed that the Police Department performs an investigation on each <br />applicant whether or not they are residents. <br /> <br />Williams feels the background investigation should include references relating to an <br />applicant's intent for the use of those funds. Fulton confirmed that the present <br />background check does not include investigation into those financial questions. <br /> <br />Samuelson and Williams agree that the investigation process should include research <br />into the organization's funding plans. Samuelson questioned if the City could <br />provide restrictions upon the use of those monies. <br /> <br />Larson feels the current $35 per year investigative fee does not cover those costs <br />associated with providing the City investigation. He noted that the cigarette <br />licensing fee was recently raised, and feels these fees should be raised to provide for <br />the costs associated with licensing requests. Fulton confirmed that the licensing fees <br />could be reviewed during the upcoming budget process and a survey of other <br />communities fee structures may be helpful. Larson feels New Brighton should be <br />aggressive in determining those costs associated with these background checks. <br /> <br />Benke noted that any limitations placed on peddler licensing will reflect upon those <br />community groups which provide excellent resources for the community. <br /> <br />Samuelson suggested that the license application form include some reference <br />regarding the use of funds. Benke said the City Attorney will need to review the <br />correctness of this addition to the application. <br /> <br />Gunderman's intent was to review the entire licensing process, not specifically this <br />license request. <br /> <br />Motion by Gunderman, seconded by Larson, to ISSUE A PEDDLER'S LICENSE. <br />EFFECTIVE THROUGH DECEMBER 31, 1994 TO YOUTH TODA Y- <br />LEADERS TOMORROW TO SELL MERCHANDISE DOOR TO OOOR; <br />AND DIRECT STAFF TO FURTHER REVIEW AND REPORT ON <br />ALTERNATIVES RELATING TO THOSE CONCERNS EXPRESSED BY <br />THE COUNCIL. <br /> <br />5 Aye..<;, - 0 Nayes, Motion Carried. <br /> <br />Announcements and Updates <br /> <br />The City is currently recruiting for a Motor Vehicles License Clerk.
