<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />April 26, 1994 <br /> <br />Page 3 <br /> <br />Public Hearing - Street Reconstruction Project 94-4, Report 94-101 <br /> <br />City Engineer Les Proper presented the feasibility study for Project 94-4, PGAC <br />Utility Pipelines and Street Reconstruction. <br /> <br />The projects consists of the construction of pipelines from the Permanent Granular <br />Activated Carbon (pGAC) facility at 3001 - 5th St. to the intersection of 7th St. and <br />8th St. NW; reconstruction of 7th St. from 8th Ave. NW to Silver Lake Road, and <br />23rd Ave. from 5th St. to 7th St.; and storm sewer installation on 7th St. <br /> <br />As part of the Army's remediation plan, Well 14 is proposed to be located adjacent <br />to Well 11 and We1115 will be located next to the PGAC. Both the City and Army <br />have agreed to construct an addition to the PGAC facility which will remove the <br />iron and manganese from the water. This necessitates the installation of new utility <br />pipelines to carry raw water and waste water. The new pipeline will carry untreated <br />water from Well 14 to the PGAC to remove contaminates before entering the <br />municipal water system. <br /> <br />The Twin Cities Army Ammunition Plant (fCAAP) will be abandoning a sanitary <br />sewer force main routed along 7th St, 23rd Ave., and 5th St. This force main may <br />become available for use as either the waste water pipeline from the PGAC or the <br />storm sewer which the City needs to install on 7th St. <br /> <br />Several options were considered by the Army and City to combine the use of <br />existing and new utilities for the conveyance of the raw water, waste water and the <br />storm sewer. If the force main is not available in time to be included in this project <br />as the waste water line, it can be converted when it becomes available. Conveyance <br />of waste water flow from the PGAC will not be required until mid 1995. The <br />option chosen was to install a new raw water pipeline and use the existing TCAAP <br />force main as the gravity waste water pipeline, and the City would install a new <br />storm sewer on 7th St. <br /> <br />The drainage plan identifies two areas needing storm sewers. The existing storm <br />sewer between Co. Ditch 2 and 18th Ave. is proposed to be extended to Silver Lake <br />Road. The sewer is needed because of drainage problems in the Oakwood and <br />Emerald Drive areas. The new sewer will intercept the runoff at catch basins and <br />carry the water underground to the existing storm sewer and to Co. Ditch 2. The <br />other area requires a new storm sewer on 7th St. from Co. Ditch 2 to 13th Ave. <br />This sewer will intercept run-off from the east before it reaches the bottom of the <br />hill. <br /> <br />The street reconstruction is recommended because of the road's age and poor <br />condition. The reconstruction of 23rd Ave. consists of the removal of existing <br />surfacing, installation of barrier type concrete curb and gutter. Staff is <br />recommending the continuation of a standard 32 ft. width street. There was strong <br />resident support for this project, however, there was luke warm support for the 7th <br />St. The reconstruction will be made very close to existing grades with some <br />minimal alterations.
