<br />Council Meeting Minutes <br />April 26, 1994 <br /> <br />Page 4 <br /> <br />Public Hearin~. continued <br /> <br />I <br /> <br />Proper noted that 7th St. between 8th Ave. and Silver Lake Road is a Ramsey <br />County Road. and a Municipal State Aid Street. Parking is restricted from the <br />northside of 7th St. and residents noted their preference to continue this restriction <br />and expressed the desire to maintain the 32 ft. width. <br /> <br />The construction of 7th St. consist of removal of existing surfacing and bituminous <br />curb, construction of a new surface, and sidewalk repairs as needed. The City has <br />been televising the sanitary sewer mains for any potential problems. <br /> <br />Ramsey County has identified 7th St. in the tumback plan and the City agrees with <br />that recommendation. The County and the City will discuss this issue further. <br /> <br />The total estimated project cost is $1,269,300. PGAC Utility costs include the <br />installation of the raw and waste water pipelines from the PGAC to the intersection <br />of 7th St. and 8th St. NW. Street costs include the reconstruction of the roadways <br />and the installation of curb and gutter. Storm sewer costs include the construction <br />of the new sewer and replacement of catch basins. The total project cost does not <br />include sanitary sewer repair costs which may be required or sewer and water <br />service stub which may be installed under the project. <br /> <br />Project 94-4 is proposed to be paid from a combination of Army funds, City State <br />Aids and special assessments. The Army will pay all costs relating to the PGAC <br />pipelines. The Army's project cost will not reflect street restoration associated with <br />the pipeline construction. However, the City is reconstructing the streets along the <br />same route as the pipeline utilities of the project should not overlook the Army's <br />responsibility to contribute the cost of street reconstruction to the City since the City <br />will be doing the restoration for the Army. <br /> <br />I <br /> <br />MSA funds will pay a portion of the storm sewer construction and the City will pay <br />the remainder through the Storm Water Utility Fund. <br /> <br />According to policy, 25% of the street surfacing costs are special assessed, and 50% <br />of the new curb costs are special assessed where bituminous curb already exists, and <br />100% of the new curb cost is special assessed on streets with no existing curbing. <br />The special assessment portion of the street costs are special assessed against <br />benefitting properties. Staff recommends the lots benefitting would be assessed on a <br />per lot basis. There are 90 assessable lots in Project 94-4. Sixty-six lots with <br />existing bituminous curb would be assessed at $1,094 per lot. Twenty-four lots on <br />23rd Ave. which have no curbing will be assessed at $1,536 per lot. <br /> <br />Construction will begin in June 1994 with substantial completion in November 1994. <br />The assessment hearing will be held in August 1995. <br /> <br />Leonard Cromwell, Christ the King Lutheran Church, asked what ratio will be used <br />to determine the church's assessment. Proper said the church and the school will be <br />assessed according to their residential lot equivalency. Staff will discuss this issue <br />with the church. <br /> <br />I <br />
