Proper said staff will review his driveway situation <br />. to help alleviate the steep slope. Any modifications will be replace with in-kind <br />materials. <br /> <br />Benke noted that the final plans and specifications will be presented to Council at a <br />later date. Residents should contact staff in regards to special circumstances. <br /> <br />Proper said that any residents who suspect problems with their sanitary sewer lines <br />should make arrangements to have these corrected before construction begins. <br /> <br />Terry Row, 187 - 7th St., asked what the reasoning was for the decision to use the <br />forcemain as a gravity sewer. Proper said the Army chose that option because it <br />was least expensive. The only option Proper opposed was putting the watermain <br />through the forcemain. Proper felt that this option was more expensive and would <br />be difficult to detect damaged areas. Mr. Row asked what is the expected life of 7th <br />St. Proper noted an overlay which was done about 5 years ago, and expects a <br />reconstruction project in about 7 years. Mr. Row asked if the continuing drainage <br />problems will be corrected. Proper said the interim drainage solutions have worked, <br />but the need for the storm sewer is apparent. Benke noted that the net cost to the <br />City for either using the forcemain or installing a new storm sewer is about the <br />same. Proper feels the selected option is more practical. <br /> <br />Proper noted that a monthly newsletter will be mailed to inform residents of the <br />ongoing construction process. <br /> <br />There were no additional comments from the audience. <br /> <br />Motion by Williams, seconded by Larson, to CLOSE THE HEARING. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Hearing was closed at 8:28 p.m. <br /> <br />Gunderman asked Proper to review the senior citizen deferment policy. Proper said <br />that any person 65 years or older with the annual assessment payment over 1 % of <br />their adjusted gross income is able to apply for a deferment.
