Mack confirmed that they are a private citizen group who supports <br />preservation of open space within Ramsey County. The group has been informed of <br />the trail and has no problems with the crossing issue. <br /> <br />Michelle Fisher, 2515 Knollwood, lives in the house where the robbery occurred <br />and feels the trail would diminish her sense of security and privacy. She feels the <br />trail will need to be patrolled by the Police and asked if the County would consider <br />installation of a 6 ft. privacy fence. <br /> <br />Benke asked if the residents would have the ability to install higher fencing or gates. <br />Mack could not make a commitment tonight in regards to the fencing issue, but <br />would work with Ms. Fisher in regards to security light installation. <br /> <br />Bob Comer, 2910 Valley View, noted the visibility and safety concerns relating to <br />the Silver Lake Road crossing. In regards to traffic levels, Holmberg confirmed <br />that the majority of traffic is during the rush hours. <br /> <br />Samuelson feels the two stop signs at Mississippi St. and Co. Rd. H help to reduce <br />speed levels, and increased traffic control methods may reduce safety concerns. <br /> <br />Horn said the required stopping site distance is measured from a 3.5 ft. height from <br />the ground which is the average eye height of a person in a car. The roadway <br />profile is designed to provide for that stopping site distance and a 40 mph roadway <br />would have a 400 ft. stopping distance. Benke requests that research be done to <br />confirmed that Silver Lake Road meets this profile standard. <br /> <br />Lynn Widseth, 3001 Co. Rd. H, confirmed that her 6 ft. fence will remain. <br /> <br />Marlene Walton, 2685 Valley View, noted concern regarding the Silver Lake Road <br />crossing and feels it takes much judgement and patience to cross when the traffic is <br />heavy. She feels more research should be performed on this issue. <br /> <br />Moe Ellis, 2316 Rainbow, noted that while walking on Co. Rd. H, a drunk driver <br />jumped the curb near him. He feels the railroad track location is much safer. <br /> <br />Wayne Sinmus, Longview, asked who would be responsible if someone is hurt on <br />the trail, and if his 4 ft. fence would be replaced. Holmberg said the City would <br />allow a 6 ft. fence without a variance. Benke suggested that Sinmus should contact <br />City staff in regards to fence ordinances, and confirmed that the County would be <br />responsible if someone was hurt on the trail. <br /> <br />Dave Gregorich, 2429 Gregory, noted an traffic level amount of 13,000 along Silver <br />Lake Road which he received from a County representative. Gregorich noted <br />concern of the site distances. Benke confirmed that the City will request the County <br />to review these profile standards. <br /> <br />Mary Walter asked if the easement will be fenced.
