H, asked if a 6 ft. fence could be installed along the <br />properties. Mack said the County does not normally install privacy fencing around <br />parks or trails. He noted that a 6 ft. fence would not create a pleasing environment <br />next to the trail. <br /> <br />Lynn Widseth asked if she would be liable if persons intentionally left the trail and <br />wandered into her backyard and encountered her dogs. Mack said there would be a <br />liability possibility if her dogs attacked someone. Benke suggested that Widseth <br />consult with the City Attorney. She requested that fencing be installed at the <br />County's cost to provide privacy to the residents. <br /> <br />Anderson said the Park Board reviewed data available from the original decision, <br />and County representatives provided an overview at the recent Park Board meeting. <br />In final, the Park Board supports the trail construction along the railroad ROW. <br /> <br />Williams attended the Park Board meeting. Testimony was heard from three <br />individuals favoring the trail; and one person who had concerns regarding another <br />trail system. Anderson confirmed that the Park Board did not provide further <br />recommendations to the project. <br /> <br />Gunderman asked if a walking bridge could be constructed over Silver Lake Road. <br />Holmberg said some trail crossings have bridges, but the cost to install this type of <br />bridge is very expensive and he questioned if there is adequate ROW or trail access. <br />Benke requested the bridge option be further investigated. <br /> <br />Samuelson feels the installation of a stop light system which trail users could <br />activate during crossings may provide safety. Holmberg confirmed that the County <br />Engineers reviewed this option and cannot support it because it may give a trail user <br />a false sense of security that a car would stop. <br /> <br />Benke mentioned that any possible road improvements on the north end of Silver <br />Lake Road would not occur until the completion of the south end reconstruction. <br /> <br />Williams feels that the Silver Lake Road site distances should be improved and a <br />safe passage should require a stop sign. The County should prohibit any crossings <br />near the tracks and require trail users to use Co. Rd. H to cross. He hopes that <br />parents will supervise their children when using this trail. He commented that the <br />City receives very few complaints regarding sidewalks, and questioned whether a <br />trail would have less or the same amount of activity than a sidewalk. <br /> <br />Fulton requested the County Engineers to review the Silver Lake Road speed levels <br />to determine a possible speed limit reduction to 30 mph.
