<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />April 12, 1994 <br /> <br />Page 9 <br /> <br />Council Business. continued <br /> <br />Motion by Williams, seconded by Larson, to RECONFIRM THE CITY OF NEW <br />BRIGHTON'S INTERFSf IN SEEING RAMSEY COUNTY COMPLETE THE <br />NEW BRIGHTON PORTION OF THE RICE CREEK TRAIL WFSI' <br />Ul'ILIZING THE PROPOSED ROlIT'ING AWNG THE RAILROAD RIGHT- <br />OF-WAY; ENCOURAGE RAMSEY COUNTY TO CONSI'RUCT <br />APPROPRIATE PEDESTRIAN SAFETY BARRIERS AT THE SILVER LAKE <br />ROAD AND LONG LAKE ROAD CROSSINGS SUBJECT TO TIlE REVIEW <br />OF THE DESIGN SPEED CALCULATIONS AND OTHER CHANGES OR <br />IMPROVEMENTS IN TRAFFIC CONTROL, IF WARRANTED; REQUEST <br />RAMSEY COUNTY TO REVIEW ALTERNATIVES AND REQUEST <br />RAMSEY COUNTY TO SCHEDULE FURTHER DISCUSSIONS WITH <br />RESIDENTS TO DETERMINE AN APPROPRIATE CONSENSUS ON THE <br />FENCING AND LANDSCAPING ISSUFS AND REPORT THESE FINDINGS <br />TO COUNCIL; REQUEST RAMSEY COUNTY CONSIDERATION <br />REGARDING REROUTING OF THE CROSSING TO COUNTY ROAD H BY <br />EITHER AN ADDmONAL ALTERNATE OR A SOLE MEANS OF <br />CROSSING SILVER LAKE ROAD AND REPORT TIIFSE FINDINGS TO <br />COUNCIL; CONSTRUCTION OF A CONTINUOUS FENCE BETWEEN THE <br />TRAIL AND TRACKS; CONTINUED TRAIL MAINTENANCE IN THE <br />WINTER FOR IllKING USE; AND PROmBIT THE USE OF SNOWMOBILE <br />OR MOTORIZED VEIllCLES ON THE TRAIL. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Larson confirmed the importance of 6 ft. fencing between the private properties and <br />the trail. <br /> <br />Williams feels it has been helpful to hear resident concerns and added that the <br />County and City have a real responsibility to be sensitive to those concerns. <br /> <br />Benke requested Fulton and Anderson to meet with Mack to address those issues <br />noted in the motion and present findings to Council; and notify residents of any <br />decisions. Mack confirmed that these issues will be reviewed. Benke expects these <br />. issues to be resolved and hopes the County will amend their specifications to reflect <br />these issues. Benke suggested the City assist the County in regards to any <br />temporary budgetary considerations so that the project can be completed this year. <br />He thanked the residents for their patience. <br /> <br />Meeting was temporary recessed at 9:50 p.m. <br /> <br />Meeting reconvened at 10:40 p.m. <br /> <br />Finance Director Margaret Egan presented the establishment of 1994 water and <br />sewer customer fees. <br /> <br />Annually, customer charges for water and sewer services are reviewed so that <br />charges are adequate to pay for operations. <br /> <br />Council Business <br /> <br />Rice Creek Trail <br />Issues <br />Report 94-092 <br /> <br />Water and Sewer Rate <br />Study <br />Report 94-093 <br />
