The <br />lack of parking stalls cause patrons to park behind the building and across the street <br />which then creates a safety hazard. <br /> <br />Tom Stewart, Main Event, said his patrons have received parking tickets, and asks <br />the Council for advice to alleviate this problem. He confirmed that there are signs <br />which state "No Parking - Violators will be Ticketed" on the building. <br /> <br />Fulton noted that when a patron receives a ticket there is a negative impact on the <br />business, however, it is the patron's responsibility to adhere to the parking laws. <br /> <br />After much staff research, Fulton said the most likely solution would be the vacation <br />of that street right-of-way directly west and allow Main Event to develop that space <br />into a parking area. One difficulty is that this area is under County jurisdiction and <br />is used by adjOining properties. Also, currently a turning radius problem exists for <br />truck bound traffic heading west, and a turning lane would need to be developed to <br />handle that traffic. Ramsey County is willing to review the vacation request and <br />provide cost estimates to install this turning lane. The vacation of this street would <br />resolve the parking problem at Main Event. <br /> <br />Benke asked the timeline for this vacation. Fulton said the vacation process requires <br />notification of adjacent properties and review by County traffic committees. <br />LeFevere said the vacation process also involves the acquisition of the property by a <br />private owner. <br /> <br />Mr. Stewart noted that the adjacent property owner, McDonalds, has allowed Main <br />Event patrons to use their parking area. <br /> <br />Larson asked who would be responsible party for the expenditures needed for the <br />turning radius. Fulton confirmed that the property owner bears that responsibility. <br /> <br />Mr. Stewart supports the vacation of the street and noted a continuing involvement <br />with staff to alleviate this situation. <br /> <br />Fulton noted that Mr. Stewart's main concern presently is to deal with the problems <br />created by the parking tickets. Fulton said the City needs to deal with enforcement <br />methods because of safety hazards created by the situati()n. <br /> <br />Benke said the original "No Parking" restrictions was required by the City when the <br />facility was built. He personally would not be comfortable in not enforcing the <br />parking requirements, unless the Police Chief can determine an alternative. Mr. <br />Stewart suggested parking on the other side of the street. Benke feels this <br />arrangement could make the parking problem worse. <br /> <br />Williams said he has been concerned about this situation for some time and is <br />pleased to see that it will eventually be resolved. <br /> <br />City Engineer Les Proper confirmed that these discussions have been going on for <br />sometime and does not feel this street is of particular importance. <br /> <br />Special Order of <br />Business <br /> <br />Main Event Parking <br />
