I

I

I

Council Meeting Minutes
March 8, 1994

Page 7

Announcements and UDdates. continued

Fulton will ask the City's Park Director to invite a County representative to attend
the meeting. Fulton will research previous documents relating to this issue and
provide any information to the Council.

Williams asked if the comments would be received at a public hearing. Benke does
not recommend scheduling a public hearing, but merely provide the opportunity for
public comment.

Gunderman noted that Council held discussions 14 years ago regarding this project.
Benke said the Council's action would be to receive resident comment.

Williams noted that because this is a County project, any involvement of the City in
this issue only puts the Council in an inappropriate position. Benke does not
personally feel that Council could make a significant change to this project.

Fulton said a resident had voiced concern regarding the safety aspect of the railroad
right-of-way. Fulton added that this is clearly a County jurisdictional project
because the County owns the right-of-way and property. Because the Council action
occurred about 14 years ago, he does not know if the land demographics have
changed. Because the County is expected to begin the bid award process shortly, it
seems logical that Council receive public comment at the March 22 meeting. He
will provide further clarification to the Council relating to the County's plans for the
development of that section of trail.

Gunderman feels that because there is no alternative plan on the table, he questioned
whether receiving this feedback only would make a difficult decision more difficult.
The plan for this trail was in place before people purchased their properties, and this
section would provide a needed connection to the trail system. However, he noted
his willingness to listen to resident concerns.

Benke feels that given the extreme length of time since the original decision was
made, he is willing to listen to these concerns.

Williams hopes that any concerns voiced by residents should provide concrete and
informative arguments for Council review. He asked if there are any counter
proposals to this project. Benke will provide additional research.

The League of Minnesota Cities Legislative Policy meeting will be March 24.

Adiournment

Motion by Larson, seconded by Williams, to ADJOURN THE MEETING.
5 Ayes_"--o Nayes, Motion Carried.

Meeting w,,~o; adjourned at 8:30 p.m.

~

A TIEST:

Announcements and
Updates

Rice Creek Trail

LMC Meeting

Adiournment
