<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />February 8, 1994 <br /> <br />Page 5 <br /> <br />Council Business <br /> <br />Fulton noted that the Housing Task Force Co-Chairs are scheduled to make a <br />presentation regarding the housing report; and Community Development Director <br />Kevin Locke will discuss the revitalization of the Rice Creek Center. <br /> <br />Motion by Gunderman, seconded by Larson, to APPROVE THE WCATION <br />AND AGENDA AS SUBMITTED BY THE CITIZEN STUDY COMMITTEE <br />FOR THE TOWN HALL MEETING. <br /> <br />5 Ayes. 0 Nayes, Motion Carried. <br /> <br />Fulton presented the concept plan and process for the reorganization of the advisory <br />boards and commissions. <br /> <br />The boards and commissions were created to address certain legal and policy needs <br />of the County. Many have a functional relationship to a department's responsibility <br />or a connection to issues that were important at one time. The issue of restructuring <br />these commissions was brought up at the recent team building session. <br /> <br />Over the next month, Fulton and Barbara J eanetta, Assistant to the City Manager, <br />will jointly meet with each committee and then prepare a report summarizing their <br />findings. Meetings have been held with the Citizen Study Committee and the Civil <br />Service Commission and that feedback has been positive. <br /> <br />Samuelson feels the report should include issues relating to the retention of quality <br />commission members and appropriate meeting attendance levels. Fulton agreed that <br />those are important issues and will be included in the summary and discussions. <br /> <br />Benke suggested that after the feedback sessions are concluded, Fulton and Jeanetta . <br />should go back and review with the Commission chairs any other relevant iss",es~ <br />Fulton confirmed that a workshop will be scheduled to review the summary with the <br />Commission chairs. Benke found the EDC's annual report to be informative. .~ <br /> <br />Gunderman suggested research into cablecasting all commission meetings. <br /> <br />Motion by Benke, seconded by Samuelson, to REQUEST STAFF TO CONTINUE <br />DISCUSSIONS WITH ADVISORY BOARDS AND COMMISSIONS <br />RELATING TO THE REORGANIZATION OF THOSE ADVISORY GROUPS <br />AND ENCOURAGE COUNCILMEMBERS WHO ARE LIAISONS TO THESE <br />BOARDS AND COMMISSIONS TO ATTEND TIlE FEEDBACK SESSIONS. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Announcements and UDdates <br /> <br />Fulton and Benke met with the City's environmental attorney, environmental <br />consultants, and the Minnesota Pollution Control Agency (MPCA) to discuss the <br />MacGillis and Gibbs site. The MacGillis and Gibbs site has been identified as one <br />of the City's major projects in 1994, and MPCA committed their support of the <br />project.
