PAUL, MN 55102 <br />(612) 224-6455 <br /> <br />January 19, 1994 <br /> <br />Roger Williams, Councilmember <br />City of New Brighton <br />803 5th Ave., NW <br />New Brighton, MN 55112 <br /> <br />Dear Councilmember Williams, <br /> <br />I am a member of the Innsbruck Estates Park Action Committee <br />and you will receive a petition from that committee addressing <br />several issues, my concerns are two. <br /> <br />Number one is the access to the park through the east west <br />corridor. The residents believe that this should be an easy <br />access to the park for the local community, but that vehicle <br />traffic should not be encouraged along the back of private <br />property. <br /> <br />The current plan with two rows of trees and eight feet of <br />asphalt would be very unsightly to the park and very <br />distressing to the current residents there. A grass trail <br />would serve just as well and it would be clearly marked due <br />to the change in elevation between the private property and <br />park property. <br /> <br />Rather than have a row of trees on each side, trees could <br />be planted in a very irregular manner on personal property, <br />giving some degree of shielding. The amount of shielding <br />would be much less if we were only shielding for a few <br />neighbors as opposed to many who might be encouraged to use <br />an asphalt trail if it was built. Also this trail might <br />encourage vehicular traffic, which we would not want. <br /> <br />I am therefore asking that a grass trail only be built. As <br />a compromise if you would not grant my initial request, then <br />delay the building of any asphalt until the final construction <br />phase of the park. <br /> <br />If this access is for the local neighbors, then let the <br />neighbors decide if in fact they need an asphalt trail. To <br />date, there is no resident who wants an asphalt trail. Let <br />the neighborhood develop, then in two years put the question <br />to the neighborhood and see if in fact a trail is needed. <br />
