Benke asked if the rock work around the pond could be <br />installed this year. Anderson will investigate additional funding for the rock work. <br /> <br />Glenna Burleson, 2987 Bent Tree Hills, said her previous concerns have not been <br />heard, and feels the westend trail would be aesthetically unattractive and a safety <br />concern. She would not have bought the property if she knew of the 8 ft. trail. <br />Benke asked who had told Ms. Burleson that the park would not include a trail <br />system. Ms. Burleson said the developer did not suggest that a trail system would <br />be installed, and the Park Department stated that no plans have been made regarding <br />its development. Benke confirmed that the park's general layout had not changed in <br />four years, and the only variations made were to the eastend. Anderson said the <br />Park staff informed callers that the City had not adopted a plan, however, the <br />developer had presented several variations to the Park Board. The Park Board had <br />extensively spoke in regards to a trail system when the plat was approved, and the <br />westend was identified early on as a potential trail location, but surfacing was not <br />discussed. Benke added that the City deliberately waited until the adjacent homes <br />were constructed so that residents could have input in the park's development. <br /> <br />Williams asked how would unauthorized vehicles be prohibited from trail use. <br />Anderson said Park maintenance vehicles would access the park, but unauthorized <br />use has not been a problem in other parks. If unauthorized vehicle activity occurs, <br />a locking post could be installed to eliminate activity. Williams confirmed that if <br />the westend trail was delayed, the surface would remain a grassy natural path. <br />Anderson would need to further investigate ADA requirements in regards to a <br />natural path. He said that crushed limestone becomes messy during rainy periods <br />and the material could runoff into neighboring properties. <br /> <br />Glen Burleson, 2987 Bent Tree Hills, does not wish to increase traffic behind other <br />residences or deny park access, but feels there is a general opposition to the westend <br />trail. The westend path's elevation is clearly apparent in comparison to the <br />backyards, and its downward angle could encourage higher speeds from <br />skateboarders and bicycle and may cause accidents. Williams questioned Mr. <br />Burleson statement regarding excessive speeds. <br /> <br />Parviz Riazi, 2882 - 12th St., has lived in the neighborhood for 12 years and has <br />been realistic that the parks' development will eventually occur. He strongly <br />supports the tennis court installation and presented a petition of support. <br /> <br />Tom Stewart, Black Oak Drive, asked if the trail material could be of crushed rock <br />material versus asphalt to encourage walking patterns. <br /> <br />Theresa Thull, 2021 - 12th St., asked what the gazebo will entail. Anderson said <br />the City park gazebos are not rented out and are geared towards casual use. Ms. <br />Thull requested that the excavation process be sensitive towards the existing trees. <br />Anderson will oversee the grading process and asked residents to call him if <br />unscheduled activity occurs. Benke asked if the gazebo could be located closer to <br />the playground area.
