<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />December 14, 1993 <br /> <br />Page 11 <br /> <br />Council Business. continued <br /> <br />Fulton feels the mission of the CSC is structured to deal with organizational subjects <br />which provide citizen input as to how committees might be structured. Ultimately, <br />it becomes a Council decision on what the procedure would be for chair <br />appointment. The overall function of the CSC is to provide Council with that <br />feedback, and it is then ultimately a Council decision. The overall mission of a <br />commission is to provide feedback on an advisory basis. <br /> <br />Benke noted that the only commission chair the Council appoints is the Planning <br />Commission chairperson, and that is required by law. He feels that there has not <br />been significant problems over the years, but there also have been both strong and <br />weak chairpersons in all commissions from time to time. He noted the fundamental <br />question of whether our boards and commission have a clear mission; are they <br />working on the right projects; are they working procedurally to meet tomorrows <br />challenges; does the City have the right type of boards and commissions; can the <br />City consolidate or change the way it is organized. He asked if each board's <br />mission could be reviewed in 1994 and ready for implementation in 1995. He noted <br />that the Family Service Center will bring the City closer to education and social <br />issues, and questioned if the City needs to create a group to assist with the overall <br />Family Center program development. He sensed the need to review results and <br />determine if commissions may need to assert a stronger chairperson role. Possibly, <br />commissions could meet with Council to discuss their mission and goals so that they <br />become a more effective group. He noted the need to find individuals to work on <br />productive and meaningful projects which will serve some benefit to the City. <br /> <br />Williams noted that the issue of commission goals is not a new subject, and feels the <br />CSC should be the most neutral and apolitical of all City commissions. He is not <br />opposed to the CSC appointina its own chair which will enable them to be the most <br />neutral of all commissions. He feels it would be okay for Council to appoint chairs <br />of other commissions other than the CSC. <br /> <br />Gunderman suggested that these issues be discussed at the January goalsetting <br />workshop with Council and department heads. <br /> <br />Rebelein confirmed that the recommendation for a directive statement would be <br />consistent for all boards and commissions. <br /> <br />Motion by Benke, seconded by Gunderman, to TABLE THE ISSUE <br />REGARDING THE SELECTION PROCESS FOR COUNCIUCOMMISSION <br />CHAIRPERSON SELECTION UNTIL COUNCILMEMBERS HAVE AN <br />OPPORTUNITY TO TlDNK ABOUT THE RECOMMENDATION <br />PROVIDED. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Rebelein answered Gunderman's question relardini the use of Robert's Rules of <br />Order at board and commission meetings.
