She travels more frequently south and <br />currently makes u-turns at Silver Lane to enter her property. <br /> <br />Williams asked if the Federal Government would require a left turn pocket at <br />Windsor Lane South for u-turns. Leonard confirmed this concern has been <br />communicated to MNDOT. The County is prepared to provide the opinion <br />recommending that a left turn pocket, an arrow, and u-turn area should be <br />accomplished. Proper noted that this issue was mailed by the MNDOT preliminary <br />review and that is the reason it is being presented to Council at this time. <br /> <br />Motion by Larson, seconded Rebelein. to CONTINUE THE INCLUSION OF A <br />SURFACE LEVEL PAINTED ISLAND FOR THAT SECTION OF ROAD <br />BETWEEN WINDSOR LANE SOUTH AND NORTH OF SILVER LANE. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Esther Nowlin, 196 Windsor Lane, noted concern that the four homeowners were <br />informed of this issue only after she shared the staff report with them. Also, the <br />Windsor Green Association who owns the alley was not informed. She reviewed the <br />past meeting comments and found of the 33 comments regarding the 5th and 7th St. <br />median, only two thought the medians were okay. She feels it is not only the <br />homeowners living in this area who have concerns, but also other residents. Benke <br />noted that Council is in agreement with the 5th and 7th St. issue, and will discuss it <br />later. Williams does not know why these person were not notified, but added that <br />Proper has not asked for Council approval, but merely Council direction. <br /> <br />Gier Seger, Strgar-Roscoe-Fausch (SRF), presented the right-of-way easement plan. <br />Traveling north, temporary easements will be taken at 271 and 281 Silver Lake <br />Road. After that point, the roadway is shifted west. Permanent right-Qf-way will <br />be taken at the corner of Co. Rd. E. Temporary easements will be taken from Co. <br />Rd. E to Wexford Lane and will vary from 5 to 15 ft. to allow for sloping on the <br />east side and driveway reconstruction. The westside easements are wider and vary <br />from 10 to 25 ft., and do not involve permanent easements. From 5th St. there will <br />be only temporary easements and the drainage easement will be used for needed <br />right-Qf-way. Because of the concern to provide a traffic barrier to protect the <br />homes north of 3rd St., an ornamental vehicle rail will be installed. Traveling <br />further north, more permanent right-Qf-way will be taken from both sides, and most <br />of the right-of-way up to 7th St. will be taken from the east side. Sixty-five lots are <br />involved in the acquisition at an estimated total cost of $302,000. <br /> <br />Williams said a homeowner residing on 5th St. is concerned the pedestrian railing <br />will not be strong enough to stop cars from crashing into backyards. Seger said this <br />issue has been discussed with the property owner. <br /> <br />Proper said the project is appearing as Council envisioned.
