Proper said this issue has been reviewed and found to be very <br />expensive. However, NSP could greatly improve the appearance of the current <br />poles and wires by undergrounding some of them. <br /> <br />Bob Reeds asked if a storm sewer easement will be taken near Windsor Green. <br />Proper said the ditch will be filled and a new sidewalk will be constructed. Proper <br />said the majority of the trees will not be affected. <br /> <br />Motion by Williams, seconded by Gunderman, to APPROVE TIlE RlGHT-QF- <br />WAY PLAN FOR THE SILVER LAKE ROAD RECONSTRUCTION <br />PROJECT. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Tom Thorson, SRF, presented the landscape concept plan. Improvements include: <br />lighting, median treatments, decorative paving treatments, massing of plant materials <br />adjacent to the road on both sides, and additional enhancement to existing trees. <br />The boulevard will be 8 ft. with a 5 ft. sidewalk, and powerlines will be located <br />between the curb and sidewalk. There is the possibility of installing a 15 ft. high <br />pedestrian street light, and street lights will be attached to powerline poles on both <br />sides. The effort is a coordinated treatment of lighting, paving, and plant materials. <br /> <br />The Silver Lake Overlook developed as a result of resident discussions to install a <br />planting buffer between the roadway and lake. Because this is a very tight <br />workspace, one possibility is to install plantings between the roadway and sidewalk <br />that would run along the lake. The walkway could be extended towards the lake <br />over the retaining wall and provide additional room for plantings between the <br />overlook and street. <br /> <br />The Windsor Green Association developed a landscape proposal which meshes <br />nicely with the street concept. Some issues of concern to residents are tree <br />preservation. The trees adjacent to the pond area will be preserved, and there will <br />be an introduction of new trees and shrubs. Also, there will be the creation of a <br />slight berm between the public sidewalk and existing grass path. <br /> <br />There are several opportunities for landscape modes and one exists at the watertower <br />site where a heavy concentration of landscape plantings could be installed. <br /> <br />Wriskey and SRF representatives have worked to determine planting materials which <br />include: green spirea lindens, pink spirea crab apples, and groupings of low shrubs. <br /> <br />Alvera Lau, 105 Windsor, asked if the budget provides for landscape maintenance. <br />Wriskey does not view the maintenance as being a difficult manner. Currently, <br />Park staff maintains other roadways and this will be incorporated into the schedule. <br />Leonard confirmed that the County has some experience in landscape maintenance. <br />However, the City is responsible for maintaining the median areas. <br /> <br />Williams noted the newly reconstructed Lexington A venue and St. Paul Avenue <br />which is "quite charming" and includes many interesting landscaping and lighting <br />features.
