He noted a large oak tree which had been damaged by cable wires <br />and should be removed. Wriskey will evaluate this tree. <br /> <br />Pat Krisham, 286 Windsor Lane, asked if drainage from the construction will affect <br />water quality of the Windsor Green pond. Leonard said the pond may have been <br />fed from the north and northeast in previous years. It is anticipated that drainage <br />will be intercepted at Co. Rd. E and run across to the wests ide of Silver Lake Road <br />into the Salvation Army property. It will be the attempt to remove drainage away <br />from the pond and not interfere with it in anyway. The drainage ditch will be filled <br />and landscape improvements installed. An overflow will be installed in the pond so <br />that it is controlled. <br /> <br />The right-Qf-way plan does not provide easements beyond what is needed for the <br />actual plan. Benke noted that portion of the easement defines private property for <br />access, if we want to go beyond that we need to negotiate further. He clarified that <br />Council does not need to take formal action on the landscape plan, and asked SRF <br />and Wriskey to continue their work with the residents. <br /> <br />Proper noted that residents along 5th and 7th St. are concerned about the loss of <br />being able to make left turns in and out of their properties. On the other hand, <br />these people are aware of the need for safety and the problems which result from <br />those movements. <br /> <br />Benke noted that some of the homes along Silver Lake Road have been sold and are <br />these new owners aware of the plans. Proper said one resident who attended a <br />meeting stated he was a new owner, and also a number of realtors have stopped into <br />City Hall to review the plan. The right-Qf-way and landscaping plans have been <br />approved by the St. Anthony Council. <br /> <br />Proper said staff will continue to work with residents from Windsor Green and <br />Birch Pond. North of that point, most residents are concerned of a loss of screening <br />or the road's impact. <br /> <br />Mr. Platt, Innsbruck Villa, questioned whether data suggests conclusively the reason <br />for the medians is safety. Benke requested the data be made available to Platt. <br /> <br />Rebelein presented issues relating to utilization of the City's Advisory boards and <br />commissions. On November 23, Council requested research into issues relating to a <br />Council directive to boards and commissions which provides for better clarification <br />of assignments and objectives. Those individuals involved in the discussion were: <br />Dee Lere, Citizen Study Commission Chair (CSC); Pat Lindquist, CSC Staff <br />Liaison; Barb J eanetta, Assistant to the City Manager; and Dana Rebelein. <br /> <br />The reason for this discussion focused around four issues which Council had <br />referred to the CSC this year. Rebelein acknowledged that Council has not always <br />done an adequate job of communicating its needs and expectations to the CSC. The <br />CSC had performed the research requested by Council. However, it was found that <br />Council should structure their requests so that their needs and expectations are <br />communicated to the CSC.
