<br />Council Meeting Minutes <br />December 20, 1993 <br /> <br />Page 4 <br /> <br />Council Business. continued <br /> <br />The CDBG's objective is to assist suburban communities in work with non-profit <br />organizations to enhance the quality of life for low to moderate income residents. <br /> <br />The Family Service Center would meet the elements of the grant application. The <br />Center will be located on 5th Avenue and 10th Street and is a joint project with <br />School District 621. Some of the Center's suggested projects include: upgrading of <br />indoor playground area for handicapped accessibility, enhancement of the WIC <br />program, and the addition of outdoor playground equipment in the day care area. <br />The grant would greatly enhance the Family Center and assist in providing services <br />to residents. <br /> <br />The Habitat for Humanity organization is submitting a proposal for the development <br />of residential property located at Old Hwy 8 and 3rd Terrace for low income <br />homeowners. The site consists of two residential lots with houses set far back from <br />the street. The proposal is to leave the frontage on Old H wy 8 for a commercial <br />use and utilize the back area for a cul-de-sac and residential development. <br /> <br />Notification of the grant award will be sometime in June. <br /> <br />Williams asked if the City could jeopardize either project by submitting two <br />applications. Hanson noted that the City would be applying for the Family Center <br />grant, and Habitat for Humanity will submit their own with the support of the City. <br />The applications are not considered in direct competition with each other. <br /> <br />Motion by Rebelein, seconded by Williams, to WAIVE THE READING AND <br />ADOPT TIlE RESOLUTION TO AUTIlORIZE STAFF TO APPLY FOR <br />COMMUNITY DEVEWPMENT BWCK GRANT DOLLARS FOR THE <br />ENHANCEMENT OF THE NEW BRIGHTON FAMILY SERVICE CENTER; <br />AND WAIVE THE READING AND ADOPT THE RESOLUTION IN <br />SUPPORT OF THE HABITAT FOR HUMANITY COMMUNITY <br />DEVEWPMENT BLOCK GRANT PROJECT IN NEW BRIGHTON. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Community Development Director Kevin Locke presented a request for purchase of <br />the Polari property. <br /> <br />The Polari property is located at 248-1Oth St. and is within the City's Development <br />District No. 1 and TIP District No.1. It is adjacent to the Family Center Site. <br /> <br />The Polaris approached the City with a proposal to sell their property to the City. <br />Locke outlined some preliminary terms: the Polaris would be willing to sell,-aD. <br />agreement on the purchase price, City fund availability, and relocation of Polaris <br />family. The Polaris are willing to sell their property for $91,000, and this is <br />consistent with recent property appraisals. Staff recommends that the City CODIidec <br />purC'.huing this property under those terms. <br /> <br />Locke confirmed that the site was identified previously for City acquisition.
