<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />December 20, 1993 <br /> <br />Page 5 <br /> <br />Council Business. continued <br /> <br />Motion by Gunderman, seconded by Larson, to APPROVE AND AUTHORIZE <br />SENDING TIlE LEITER TO THE POLARIS CONCERNING THE TERMS <br />OF THE PURCHASE OF THE PROPERTY AT 248-10TIl STREET NW. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Egan presented for consideration the adoption of the 1994 annual budget and <br />certification of the property tax levy. <br /> <br />In September, Council adopted the maximum tax levy amount, and held a Truth in <br />Taxation Public Hearing on December 8. <br /> <br />The budget is an official statement of the services that the City intends to provide <br />along with the methods that will be used to finance the 1994 services. The budget <br />anticipates the continuation of existing services. Service enhancements include: full <br />time Fire Marshal, Housing Inspection Program, School Liaison Officer and the first <br />year of operation of the Family Service Center. <br /> <br />The budget is financed through customer charges, State aid, and property taxes. <br />The City's financial policy is to use State aid and property taxes for programs which <br />are of general benefit to the residents. The tax levy amount is $2,606,000 and is <br />less than the information that was provided in Truth and Taxation statements. The <br />final levy amount reflects an 8.4% change in taxes. <br /> <br />If residents have questions regarding tax information, they should contact the <br />Finance Department at 633-1533. <br /> <br />Benke noted questions raised at the public hearing regarding the Ramsey County <br />Assessor's valuation practices. Residents should contact the Assessor's Office at <br />266-2041 regarding those practices. <br /> <br />Williams said his neighbors had received a large increase in their property valuation <br />this past year, even though, they have not made any improvements. <br /> <br />Egan noted that property owners need to make special note of the property valuation <br />notices they received from the County every February or March. These statements <br />reflect the property valuation which will be used for the upcoming tax year.
