Council Meeting Minutes
October 12, 1993

Page 4

Public HearinQ. continued

Motion by Gunderman, seconded by Williams, to WAIVE THE READING
AND ADOPT THE RESOLUTION FOR SPECIAL ASSESSMENTS ON
WEXFORD HEIGHTS 2ND ADDITION STREET AND UTILITIES, PROJECT
92-10.

5 Ayes - 0 Nayes. Motion Carried.

Council Business

Park and Recreation Director Maurie Anderson presented the request for
improvements to the Irondale baseball field.

Jim Payne. Irondale Dugout Club, said the club has made significant
progress in renovating what was a very poor quality field. The long range
plan is to make this a good quality baseball field. Field use during the
spring is primarily high school use. but during the summer the field is
extensively used by youth baseball organizations.

The Club is requesting that Council consider a $5.000 contribution towards
the project and the use of City employees. Mr. Payne noted the assistance
received last fall from the school district and the City of Mounds View.

The long range plan includes: enclosing the entire facility in chain link
fencing, installing new back stop. building new concrete block dugouts with
chain link, and building a storage room at the first base dugout.

Mr. Payne noted the many donations raised by the baseball parent
organizations.

Anderson suggested that the City Attorney draft an agreement with the
City and the Dugout Club to indicate the nature of the grant and purpose.

Benke asked if there should be some communication regarding the
donation's use. Mr. Payne said the donation could be made to School
District #621 and the City could specify its use.

Larson lives near the baseball field and feels it is in the best condition he
has seen in years. He commended the volunteers' efforts.

Gunderman supports the donation, but feels an agreement should be
created which relates to the use of the baseball field to assure that current
users would still be able to use the field once it has been upgraded. Mr.
Payne expressed those same concerns.

:>

Motion by Gunderman, seconded by Larson, to AUTHORIZE TRANSFER OF
FUNDS FOR PURPOSES OF IMPROVEMENTS TO THE IRONDALE
BASEBALL FIELD AND DIRECT STAFF AND CITY ATTORNEY TO PREPARE
AN APPROPRIATE AGREEMENT WITH SCHOOL DISTRICT 621.

5 Ayes - 0 Nayes.
