Locke said a <br />building permit will be submitted next week so that the grading and <br />foundation work could be started. The applicant owns the Van Lines site <br />south of this area and will present plans to the Planning Commission for <br />additional warehouse space to assist with the move and construction. <br /> <br />Williams and Rebelein requested further discussion regarding the solicitor <br />and peddler license requests from Edward Jones and Youth Today. <br /> <br />Williams was offended by the Edward Jones proposal to sell stocks and <br />bonds door-ta-door. Before approving such a concept he would like to <br />know more about this company. <br /> <br />Trevor Hall. Edward Jones employee. said the company has been in <br />business for over 100 years and is located in many states. He intends to <br />establish a customer base before opening an office. Williams feels Mr. Hall <br />should not service customers door-to-door and should instead open an <br />office. <br /> <br />Benke questioned whether or not Mr. Hall would need a permit if he were <br />not selling stocks. but merely speaking to people. LeFevere said the <br />ordinance pertaining to peddling and soliciting is much broader than merely <br />the sale of goods. <br /> <br />Rebelein noted the intrusions of phone solicitors, and feels that door-to-door <br />interruptions are more disruptive. She asked if residents have any freedom <br />from these intrusions. <br /> <br />LeFevere said there is some flexibility in regulating this problem, but if door- <br />to-door solicitors are not allowed, than that would also include <br />organizations like the Girl Scouts. <br /> <br />Rebelein suggested that the Citizen Study Commission (CSC) should <br />contact various organizations like the Girl Scouts and asked them to find <br />other methods in which to market their products. After that point. the City <br />could then abolish all door-to-door sales. <br /> <br />Gunderman agrees that door-to-door sales are very disruptive and asked if <br />the City could delineate between profit and nonprofit organizations. <br />LeFevere said the Girl Scout cookies are sold jointly by the Girl Scouts and <br />Keebler Company. <br /> <br />Rebelein asked if a distinction could be made in the ordinance between <br />profit and nonprofit organizations. LeFevere said the Legislature authorized <br />that proceeds from certain charitable gambling activities be regulated. <br />however. the City could not make that distinction. Rebelein questioned <br />why a City is not also allowed to distinquish between solicition for profit <br />and non profit organizations.
