<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />September 28, 1993 <br /> <br />Page 7 <br /> <br />Council Business. continued <br /> <br />Williams asked staff to investigate the impact of moving the fence back. <br />He commended Bell Pole for their maintenance of the exterior storage area, <br />and feels the decision should not be delayed more than two weeks. <br /> <br />Motion by Gunderman, seconded by Larson, to CONTINUE LP.280/NC.94 <br />TO THE OCTOBER 12, 1993, COUNCIL MEETING: AND REQUEST STAFF <br />TO WORK WITH BELL POLE IN REGARDS TO PLACEMENT OF FENCES. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Williams thanked Mattila for the user-friendly maps in his presentation. <br /> <br />Mattila presented the site plan review, non-conforming use permit, and <br />special use permit to construct a 7.280 sq. ft. addition onto the Innsbruck <br />Health Care Center. <br /> <br />The proposed addition complies with R-38 Standards and the parking <br />ordinance, however, nursing homes are special uses and any expansion of <br />the existing facility requires a special use permit. <br /> <br />The proposed addition and existing building would have minimal impact on <br />surrounding land uses, with the exception of on-street parking currently <br />generated by the center. The proposal includes 29 off-street parking stalls <br />as part of a 66 stall parking lot to be constructed north of the existing <br />facility. An additional 18 off-street parking stalls exist along or in front of <br />the existing facility and would reduce the need for on-street parking. <br /> <br />The following non-conformities exist on the site: corner of existing building <br />does not meet front yard setback standards, existing off-street parking lot <br />south of existing facility does not comply with front yard setback <br />requirements, existing off-street parking lot and driveway does not have <br />poured in place concrete curbing, and dumpster area is not enclosed. <br /> <br />The applicant proposes to address the non-conformities in the following <br />manner: eliminate southwest corner building encroachment by vacating a <br />portion of the service drive right-of-way: requests that the front yard parking <br />lot be allowed in its present location; installation of poured-in-place concrete <br />curbing around existing front yard parking lot and driveway; and enclosure <br />for existing dumpster area. <br /> <br />Barb Elkins, Health Dimensions, explained that the project does not include <br />the replacement of existing asphalt curbing in the front parking lot and <br />curbing in the back parking area. Due to lack of finances at this time, it is <br />proposed that the back parking and driveway areas be paved and curbed <br />over a period' of time. Also, the Fire Marshal requested the fire sprinkler <br />system be replaced in the next 5 years. The applicant does not question <br />the improvements, but there is the matter of accomplishing these issues in <br />a financially affordable timeframe. The curbing and paving improvements <br />would cost $40,000 and the sprinkler system about $103,000.
