Anderson feels that space will be allocated <br />for this department in the center. <br /> <br />Motion by Gunderman, seconded by Williams, to AUTHORIZE <br />PREPARATION OF BIDDING DOCUMENTS. PLANS, SPECIFICATIONS AND <br />ADVERTISEMENTS FOR BIDS FOR THE FAMILY SERVICE CENTER. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Benke thanked Nick Temali, Community Education, and the School Board <br />for their assistance in the agreement. Temali, on behalf of the School <br />Board, thanked the Council and City for its cooperation and initiation of the <br />project. They look forward to working with staff and Council and feels this <br />will be an excellent addition to the community. <br /> <br />Gunderman led a discussion regarding board and commission issues. <br /> <br />He noted the issues of appointed chairmanships, what is a quorum, quality <br />of action taken without a quorum, and membership. He feel that persons <br />appointed to commissions should be informed of the required qualifications <br />and experience needed for membership. A Commissioner's duties and the <br />dimensions of the job should be outlined and presented to each member. <br />He noted the need for a membership which would include a student and <br />senior member on each commission. He feels that each Commission <br />meeting should have enough members in attendance for a quorum so that <br />action can be taken. <br /> <br />Benke confirmed that in previous years, a student member attended the <br />Human Rights Commission meetings. However, it has been difficult to find <br />interested students to sit on commissions. He suggested that the <br />Commission Chairs create a task force and work with Council to discuss <br />these items at a Council work session. <br /> <br />Williams suggested the Citizen Study Commission investigate these issues <br />and schedule a meeting with the Commission Chairs. He feels these issues <br />should resolved before the appointment of new commissioners in January. <br /> <br />Williams asked if Council action is needed to include the addition of student <br />members. Proper noted that the Environmental Quality Commission is <br />seeking an interested senior high student to become a non-voting member. <br /> <br />Benke said the CSC could discuss this issue with the Student Councils at <br />Irondale to discover their level of interest.
