<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />September 14, 1993 <br /> <br />Page 1 0 <br /> <br />Council Business. continued <br /> <br />Mattila presented the site plan review and special use permit to construct a <br />Family Service Center in downtown New Brighton. <br /> <br />The proposed center is located in the B-4, Downtown Business district <br />which allows the standards to be varied as necessary providing the <br />proposed use and site/building design is in keeping with the general <br />development plan for the downtown area. The site complies with the <br />downtown development plan and the minimum standards of the district. <br /> <br />The proposed structure would be 77,700 sq. ft. in area with 42,440 sq. ft. <br />on the ground floor and 35,200 sq. ft. on the second floor. Future <br />additions would add 13,000 sq. ft. to the ground floor (west) and 16,500 <br />sq. ft. to the second floor (east) for a total of 107,200 sq. ft. <br /> <br />On July 20, the Planning Commission held a public hearing and <br />recommended approval of the site plan and special use permit. <br />The Commission proposed that the parking area should be further studied <br />by interviewing the users for potential capacity for hours of highest use. <br />The landscape plan should not only incorporate the natural materials on <br />site, but also blend with the downtown landscape scheme. <br /> <br />Benke noted a letter received by Council regarding the concern for the large <br />trees on 10th Street. Anderson feels this concern is legitimate, and the <br />City has hired a landscape architect to design the downtown area. The <br />four corners on 10th Street will be well maintained, but further east any <br />changes in the land and vegetation would be minimal. <br /> <br />Motion by Gunderman, seconded by Larson, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION APPROVING SP~178; AND APPROVE LP-275, <br />SUBJECT TO THE FOLLOWING CONDITIONS: <br />1. APPROVAL AND CONTINUING COMPLIANCE WITH SP-178. <br />2. GRADING AND DRAINAGE PLAN APPROVED BY CITY ENGINEER. <br />3. PERMIT APPROVAL BY RICE CREEK WATERSHED DISTRICT. <br />4. FINAL LANDSCAPE PLAN TO BE APPROVED BY THE COUNCIL. <br />5. FINAL EXTERIOR BUILDING DESIGN AND MATERIALS LIST TO BE <br />APPROVED BY THE COUNCIL. <br />6. FINAL PARKING PLAN TO BE APPROVED BY THE COUNCIL. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Anderson presented the preparation of plans and specifications and <br />authorization for bids for the Family Service Center. <br /> <br />Concept plans have been completed and the Planning Commission <br />recommends approval. The building will accommodate additions to the east <br />and west sides as well as the third story. There will be some minor <br />changes to some of the interior spaces as final plans are drawn. <br /> <br />Commitments have been received from the School District and Northwest <br />Youth and Family Services.
