<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />September 14, 1993 <br /> <br />Page 9 <br /> <br />Council Business. continued <br /> <br />LeFevere said the parties have agreed to share design and construction <br />costs, and create a condominium association agreement so that each party <br />would own its portion of the building. Both the City and School District will <br />proceed to the preliminary stages of design and plans and specs. Each <br />party has the opportunity to back out of the project at any time. The City <br />would be the contracting authority, and architects and construction firms <br />would be retained by the City. Bids would be awarded by the City. Each <br />party would pay its own utility expenses. The agreement provides for the <br />possibility that if either party decides to sell their portion, the other party <br />has first refusal rights to purchase that portion on the same terms. <br /> <br />Park and Recreation Director Maurie Anderson feels this agreement includes <br />all the details needed for a cooperative agreement between two parties, and <br />the terms work well for the City. <br /> <br />Gunderman asked if there is an opportunity to combine the Family Center <br />with a senior citizen center. Anderson said the plans include options to <br />provide additional space for a senior center. However, it is more expensive <br />to add these options at a later date, than include the space at this time. He <br />noted that the Parks Department will be operating their senior programs at <br />the Family Center. Williams noted it is a very important to clarify that there <br />are still a number of options available for the Senior Center. <br /> <br />Dick Pellow asked what would be the total project cost to New Brighton <br />taxpayers. Anderson said the total building cost would be $4.5 million, <br />minus $780,000 in school district monies. Finance Director Margaret Egan <br />said the 1993 taxpayer costs would be $410,000 and would be divided <br />among businesses and residents. Benke noted that the City is still <br />investigating options for alternative financing. <br /> <br />Pellow questioned the amount of tax ratio between businesses and <br />residents. Benke shares Pellow's concern for the allocation of taxes, but <br />noted that the State Legislature determines those allocations. It is the <br />City's job to provide the best services at the lowest cost. Williams noted <br />that it helps the City to have Pellow's and the support of the business <br />community. Many businesses and residents feel this type of center in New <br />Brighton is long overdue. <br /> <br />Anderson said the Family Center's projected costs is about 50% less than <br />the previously proposed Community Center. The New Brighton Chamber <br />Board of Directors voted their support for the Family Center; and this <br />statement is a significant show of support from the business community. <br />Williams commended LeFevere, Anderson, Jeanetta, and the school district <br />staff for their tremendous work on the project. <br /> <br />Motion by Larson, seconded by Rebelein, to APPROVE THE AGREEMENT <br />BETWEEN THE CITY OF NEW BRIGHTON AND INDEPENDENT SCHOOL <br />DISTRICT NO. 621 FOR CONSTRUCTION AND OPERATION OF THE <br />FAMILY SERVICE CENTER. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Council Business <br /> <br />Family Service <br />Center <br />Agreement <br />Report 93-249 <br />
