JOHN THE <br />BAPTIST CHURCH AN EXEMPT FROM THE STATE LAWFUL <br />GAMBLING LICENSE FOR NOVEMBER 14, 1993. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Public Hearinq - 23rd Avenue Sewer Service Repairs - 7:48~9:03 p.m. <br /> <br />City Engineer Proper presented the 23rd Avenue Sewer Service Repairs. <br /> <br />In October 1990, a resident from 1695--23rd Avenue contacted the City <br />that the sewer service had failed. Staff checked the main line sewer and <br />found it was flowing and determined the problem was at the resident's <br />service. The resident hired a private contractor who excavated 23 feet to <br />the main. The excavation caused a road closure and large equipment was <br />brought in, it became a large project. The City then agreed to use staff and <br />City equipment to minimize costs. In late 1992 and early 1993, two other <br />addresses on 23rd Avenue had similar problems with their services. <br /> <br />According to City policy, residents are responsible for repairing their portion <br />of the service. Due to the main's extreme depth, staff proposed to Council <br />that residents be assessed $1,500 each, which is the cost of a typical <br />sewer repair. Council approved the use of the City sewer fund to pay the <br />extraordinary cost on these breaks. The City hired a firm to televise the <br />sewer lines to determine what areas of 23rd Avenue had broken services, <br />the equipment located 1 5 broken services. <br /> <br />An informational meeting was held to explain how the City proposes to <br />repair all 15 services under one contract. Waiver forms were available to <br />enable the $1,500 to be assessed over time. The residents feel the service <br />was not installed correctly. Staff related that sewer and water lines do <br />break and the heavy clay soil on 23rd Avenue may have been a factor, but <br />staff can only speculate as to why services failed. The sewer was installed <br />in 1963 and the engineer and contractor that performed the work are both <br />out of business.
