<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />September 14, 1993 <br /> <br />Page 4 <br /> <br />Public Hearina. continued <br /> <br />Benke noted a municipal survey which stated that 11 of 13 cities assume <br />that it is the property owners responsibility for that area of the main to the <br />property line. <br /> <br />Proper explained that over the years, there have been several service <br />failures which property owners repaired themselves. One of the problems <br />with this policy is that some residents have retro active problems. The City <br />is unable to determine a problem with that area from the homeowner's line <br />to the main. The mains can be televised and inspected for any root <br />problems, but the City is unable to inspect private lines. <br /> <br />Benke asked if there was anything usual about the design of this system. <br />Proper noted that most sewers in this area were constructed of clay pipe <br />and reinforced concrete which caused the joists to not be as strong and <br />water tight as newer materials. The new pipes and materials have some <br />flexibility to enable the pipes to move with shifting soils. <br /> <br />Proper noted that 1614 and 1638..23rd Avenue share a service and has <br />been identified to be repaired. Typically, the policy does not allow an <br />additional service to be installed, but in this case, staff recommends an <br />additional service at this location. The excavating costs should be <br />minimized because most services are directly across from one other. <br /> <br />Five bids were received and the lowest bid came from Progressive <br />Contractors in the amount of $87,000. Progressive Contractors is a large <br />company and is c;apable of performing the job. <br /> <br />Gunderman verified that the street repairs would be included in the project. <br /> <br />Williams asked if there is possibility that other services could fail in this <br />area. Proper acknowledged that it is hard to determine what exactly <br />caused the breakage, but feels a majority of the problem was caused by <br />shifting soils. He feels the working services should be left alone. <br /> <br />Engineering Technician Bob Rutherford showed the video which televised <br />the main and displayed the cracked and broken services. <br /> <br />Williams verified that the sloped areas would be replaced with newer <br />materials to prevent breakage from cleaning and maintenance. <br /> <br />Bob Swoverland, 1614--23rd Avenue, agrees the services need to be <br />repaired, but asked Council to grant exception to policy and requests the <br />City to accept financial responsibility for the repairs. He noted the 19 <br />failures in a two block area since 1990. All located at the connection to <br />the main line and were not a result of blockage, maintenance or use, but <br />were caused by improper soil compaction. He noted that staff has been <br />very helpful in providing information to residents. <br /> <br />Patrick Leung, 1598--23rd Avenue, stated that a representative from the <br />Metropolitan Waste Control Commission feels the pipes failed because of <br />lack of support in the soil underneath, not from the resident sewer load. <br /> <br />Public Hearina <br /> <br />23rd Avenue Sewer <br />Repairs <br />Report 93-248 <br />
