<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />September 14, 1993 <br /> <br />Page 6 <br /> <br />- Public Hearino, continued <br /> <br />Gunderman asked if the $ 1,500 amount is typical of other assessments, <br />and are there residents who may come forward stating they paid higher <br />repair costs. Proper feels this would not occur. <br /> <br />Benke asked if other areas have similar design problems. Proper's <br />experience is that most failures have been random. <br /> <br />Benke outlined the Council's options: authorize the entire cost charged to <br />the City, partly assess each resident $ 1,500, abandon the project, or defer <br />for further information. <br /> <br />Larson noted that he will make a motion to authorize the City to pay the <br />entire cost of the project. <br /> <br />Rebelein intents to vote against the Larson motion because she feels the <br />policy needs to be reviewed and such a decision does not need to be made <br />at this time. <br /> <br />Benke agrees that the policy needs to be reviewed. <br /> <br />Williams asked if it is wiser to repair all the services along that particular <br />main. Proper will investigate the repair of additional services. Williams <br />supports Larson's motion without a policy change, because it seems highly <br />unusual for so many breakages in such a concentrated area. <br /> <br />Motion by Larson, seconded by Williams, to AUTHORIZE THE CITY TO PAY <br />THE ENTIRE COST OF THE 23RD AVENUE SEWER SERVICE REPAIRS: <br />REIMBURSE THE PROPERTY OWNERS AT 1673 AND 1695--23RD <br />AVENUE FOR THE $1,500 PREVIOUSLY PAID; AND INVESTIGATE <br />REPAIRS OF OTHER SERVICES IN THAT AREA. <br /> <br />4 Ayes w 1 Naye (Rebelein), Motion Carried. <br /> <br />Motion by Williams, seconded by Gunderman, to REQUEST 5T AFF TO <br />RECOMMEND POSSIBLE POLICY REVISIONS TO THE CITY SEWER AND <br />WATER LINE REPAIR POLICY. <br /> <br />5 Ayes w 0 Nayes, Motion Carried. <br /> <br />Motion by Rebelein, seconded by Larson, to AWARD THE BID FOR THE <br />23RD AVENUE SANITARY SEWER SERVICE REPAIRS TO PROGRESSIVE <br />CONTRACTORS, INC.
