None <br /> <br />Council Business <br /> <br />City Sanitarian David Fridgen presented the Recycling Contract between E-Z <br />Recycling and the City of New Brighton; and the Joint Powers Agreement <br />(JPA) between Ramsey County and the City of New Brighton. <br /> <br />E-Z's contract ends on December 31, 1993; and they are requesting a two <br />year extension at no additional per ton charge. Currently, the City pays <br />$82 per ton which is a favorable amount for like programs. E-Z is doing a <br />good job and the City hopes that service levels continue into the new <br />contract period. Minor changes regarding definition and preparation of <br />magazines and junk mail are included in the new contract. <br /> <br />The City has a JPA with Ramsey County to collect a City Recycling Service <br />Charge on tax statements to finance the curbside program. The present <br />JPA runs through June 1994, but must be renewed before the end of <br />1993. Two changes in the JPA include: deleting provision requiring the <br />City pursue organized garbage collection and instead says if the City had <br />organized collection or would organize, the City shall require haulers to <br />deliver to the Ramsey County Resource Recover Facility; and the extension <br />of the agreement from 2 years to 5 years. The longer agreement enables <br />the City to provide long-term planning and funding. <br /> <br />Benke asked if the City is required to advertise for bids for the curbside <br />recycling service. Fridgen verified that because this is a service agreement <br />and that E-Z is performing a satisfactory job, the competitive bid process is <br />not required.
