Council <br />continued consideration in order to provide each developer the time to <br />refine the proposals and continue staff's search for a second site. <br /> <br />Northco proposes to build a 30,000 sq. ft. office/warehouse for Accurate <br />Component Sales, a supplier of fasteners to industrial businesses. The <br />terms of their proposal includes: land price of $1.25/sq. ft.; developer <br />responsible for soil and environmental testing, City would cover half of <br />testing costs up to $5,000 if conditions make it impossible for Accurate to <br />proceed with project; completion by 1/1/95; minimal market value of <br />$900,000; City approval of final design; City supplies survey, topography <br />and proof of title; Accurate would have 45 days to complete all testing and <br />execute development agreement; outline payment schedule; and Accurate <br />would pay no costs for storm sewer or drainage work. <br /> <br />Belair proposes to build a 22,960 sq. ft. warehouse/office with plans for <br />expansion to 40,000 sq. ft. for Greenhaven Press, a book publishing firm. <br />Their terms include: land price of $1.25/sq. ft.; developer responsible for <br />soil and environmental testing, demolition and site clearance; project <br />completion by 12/31/94; minimum market value of $695,000; provision for <br />sale of additional land; and City approval of final design. <br /> <br />Locke said staff was unable to secure a second site for immediate <br />possession, however, a site within one of the City's redevelopment areas <br />may be available for construction next spring. <br /> <br />Benke asked when a project's full value would be applied to the City's tax <br />roll. Locke said the difference is not when a project's full value shows on <br />the tax records, but when a project's partial value is applied. Ramsey <br />County would most likely apply a partial value to the Greenhaven project if <br />it were completed by 12/31/94. The Accurate project would begin <br />construction in 1994. and should be underway before the next assessment <br />value date.
