<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />August 24, 1993 <br /> <br />Page 5 <br /> <br />Council Business. continued <br /> <br />Benke asked if a development agreement could provide for payments above <br />what would have been paid for property taxes as a way to compensate the <br />City directly for the difference between the assessed and developer values. <br />Casserly said an owner could agree to a higher valuation, but the Assessor <br />prefers not to create values which are out of line with neighboring parcels. <br />A building such as Belair proposes is normally taxed at $1. 75/sq. ft. If the <br />building's taxable value was set at $900.000, the building would be taxed <br />at $2.25/sq, ft., and this appears to be a hefty property tax rate. <br /> <br />Winkels reiterated that the Greenhaven project is a quality building which is <br />ready to begin construction with no contingencies. <br /> <br />Dennis Zylla. Northco, said Accurate had interest in the site for sometime <br />and initially planned to build a 20,480 sq. ft facility. After identifying site <br />and City criterias, Accurate proposed the 30,280 sq. ft. facility. <br /> <br />Kathy Anderson, Northco architect, reviewed the City's criterias and <br />developed a design concept which fits well in the business park. There <br />was a desire on Accurate's part to face the west and locate their office <br />functions to the east which addresses the CMS building. The service <br />entrances would be invisible to the neighboring businesses. The exterior's <br />coloring would be similar to existing buildings, and the placement of glass <br />and entrance corners would create an attractive facility. <br /> <br />Gunderman asked if Greenhaven has flexibility in the location of the loading <br />dock area. Winkels verified that the east side loading area is included in the <br />current plan. Gunderman prefers both projects to locate in the City, but <br />feels hesitation with the location of the loading dock and its proximity to <br />the neighboring CMS Building. <br /> <br />Larson asked the number of jobs which each project would employ. <br /> <br />Jerry Meinke, Accurate President, said the company currently employs 20 <br />persons, but envisions an eventual staffing level of 35. These current jobs <br />include: secretarial, salespeople, warehouse, and quality process control. <br /> <br />Zylla said the facility's materials and architectural features have been <br />upgraded, future office space added, and loading and trash areas <br />reassessed. The Accurate proposal would enhance the surrounding real <br />estate. and add value to the industrial park. Northco was unable to <br />evaluate storm sewer requirements because of lack of information. <br /> <br />Williams asked for verification of the site's trucking patterns. Anderson <br />said trucks would use the common drive behind the building. Locke <br />confirmed there is a 20 ft. shared driveway between Lot 1 and U.S. Tire. <br />Williams asked if Accurate's trucks would need to use U.S. Tire's property <br />for turning movements. Anderson would verify the trucking patterns. <br /> <br />Williams asked if 45 days is required for execution of an agreement or could <br />Accurate be ready sooner.
