I

I

I

Council Meeting Minutes
August 10, 1993

Page 5

Council Business, continued

Mr. Murlawski asked if the Northco project is non-contingent. He feels it is
unlikely a Phase I environmental survey could be completed in two weeks.

Mr. Zylla confirmed that Northco would not have enough time to perform
soil testing. However, site, floor, and elevation plans would be completed
on the assumption that all conditions to the development agreement would
be contingent on additional environmental findings. He does not guarantee
that a non-contingent purchase agreement would be available in two
weeks, but Council would be informed on the project's plans, terms,
conditions and its impact to the City.

Mr. Murlawski added that the Greenhaven proposal is a non-contingent, un-
conditional purchase agreement.

Williams' intent is that in two weeks Council would be able to make an
intelligent decision.

Benke noted the EDC's request to review a colored rendering of the
Greenhaven project. His desire is that the City would be able to
accommodate both projects.

Mr. Murlawski will notify David Bender of Council's recommendation.
Because the summer construction season is coming to a close, he asked if
possibly Northco could move up their timeline by one week. Benke feels
staff would need at least one week to review the proposal after it has been
submitted by Northco. Locke acknowledge that the most difficult issue of
the timeline is locating another site to accommodate both projects.

Motion by Williams, seconded by Larson, to CONTINUE CONSIDERATION
OF THE REDEVELOPMENT PROPOSALS BY BELAIR BUILDERS AND
NORTHCO CORPORATION TO THE AUGUST 24, COUNCil MEETING AND
URGE STAFF AND DEVELOPERS TO MOVE FORWARD WITH ALL HASTE
TO DEVELOP THE REQUESTED INFORMATION FOR COUNCIL REVIEW IN
ORDER TO MAKE A DECISION AS TO THE PREFERRED BUILDING FOR LOT
1 OF THE BRIGHTON CORPORATE PARK.

4 Ayes - 0 Nayes, Motion Carried.

Jeanetta presented the Fire Inspector Job Description and Wage
Recommendation.

Staff recommends the retaining of the existing part-time Fire Marshal and
increasing his status to full time. The Fire Inspector's time would be
dedicated to fire prevention activities in the schools and community, and
assist business and public building activities for fire code compliance.

The Fire Inspector position would increase: fire prevention activities, fire
code compliance, Civil Defense preparation, and inspection duties. The
additional cost for the full time position would be offset by funding provided
by existing fire inspection activities, Civil Defense, and building permit
revenues.

Council Business

Development
Agreement with
Belair Builders and
Northco
Report 93-220
Report 93-221

Full-time Fire
Inspector Position
Report 93-223
