This timeline involves the <br />preparation of a site plan, preliminary floor plan, and building elevations, to <br />show consistency with City objectives. Secondly, they would like to <br />negotiate with the City in regards to purchase and contract terms to <br />determine if the project is feasible. They believe there is financial resources <br />to fund a 30,000 sq. ft. facility, and the additional time would enable them <br />to show Council their objectives and capability for that site. <br /> <br />Benke feels Council needs to show sensitivity and respect to the other <br />available and viable proposal. <br /> <br />Mr. Zylla's intent is not to begin negotiations of the finer points of an <br />agreement because soil and site surveys have not been reviewed. <br /> <br />Williams noted the dilemma of having two excellent proposals before <br />Council and does not want to lose either project. However, he is not <br />prepared at this time to approve the Accurate Component proposal with its <br />limited information. In addition, he requested to review the colored <br />rendering of the Belair proposal. He feels the two week deferral allows for <br />completion of these details, and requested staff to attempt to locate <br />another site so that both projects could be accommodated. <br /> <br />Larson agrees that the two week delay would give Council. staff and the <br />developers additional time to explore other alternatives. <br /> <br />Gunderman feels the two week delay is appropriate. <br /> <br />Benke asked if the two week deferral would allow the Economic <br />Development Commission (EDC) to review the proposals. <br /> <br />Ken Johnson, EDC, said the EDC would be willing to review the projects. <br /> <br />Williams added that the two week period means that all involved parties will <br />need to work very hard to meet the deadline. <br /> <br />Benke noted that it would not be appropriate to delay the projects any more <br />than two weeks. <br /> <br />Gunderman asked if an environmental site audit is needed. Locke said the <br />City has shared with both developers soil and environmental information for <br />that site. However, Northco felt the information was less than preferred. <br />Locke said the City normally shares such information with buyers so to <br />allow them to perform environmental reviews if they feel are necessary <br />before proceeding with a project. Gunderman asked if the City follows a <br />standard procedure for redevelopment projects. Locke acknowledged that <br />every project is different, but in terms of soil testing and environmental <br />work, the City is consistent.
