It would
be unfair to Strobel for the City to ask for a delay based on something which mayor
may not happen. He would support the Strobel proposal.

Motion by Gunderman, seconded by Larson, to APPROVE LP-278, SUBJECT TO
THE FOLWWING CONDmONS:
1. APPROVAL OF UTIUTY PLAN BY CITY ENGINEER.
2. PLANTING OF ADDmONAL LANDSCAPING ON WFST SIDE OF
THE BUILDING PER CITY PLANNER APPROVAL.
3. PROVISION OF A PERFORMANCE BOND OR LEITER OF CREDIT
EQUAL TO 100% OF THE COST TO INSTALL PARKING,
CURBING, AND LANDSCAPING.

4 Ayes - 0 Nayes, Benke Abstained. Motion Carried.

Norm Wells, Strobel's architect, said the roof pitch is much lower than the original
1986 proposal, so to be more sensitive to the businesses located. to the west.

In regards to the Family Center Planning Fund request, Williams has several
questions before he can decide whether to authorize the $10,000 expenditure. He
questioned the commitment of tenants for the Family Center and cautions against
making premature expenditures.

Benke said the request is so that if there is a decision to proceed, the additional work
would provide information to insure a better cost estimate.

Gunderman asked if there has been discussion in regards to combining the Senior
Center and the Family Center.

Williams noted that the Senior Center Task Force will meet tomorrow and he is
unsure what the ultimate decision will be. One main concern is that the proposed
Family Center's square footage would not allow for congregate dining, which is the
main element in the Senior Center Plan.

Rebelein noted concern that the joint cities of the Senior Center Task Force may not
want to consider an alternative location at this time.

Benke said it is purely coincidental that the same architect had been commissioned to
develop preliminary plans for both the Senior Center and the Family Center.

Williams is unsure whether the Mounds View School District or Ramsey County is
ready to commit to space at the Family Center. Although, he is not overly concern
in regards to the use of the proposed $10,000, but he would like to see the funds
used wisely.

Benke feels that because of the late breaking developments of the Senior Center site,
he suggested the item be deferred to the August 10 Council Meeting.

Council Business

Silver Lake Place
Mixed Use
Commercial Building
Robert Strobel
Report 93-212

Family Center Plan
Fund Request
Report 93-205
