Benke feels two weeks would be adequate because the <br />Senior Center Task Force will meet on Wednesday and after that time future actions <br />will become more clear. <br /> <br />Motion by Rebelein, seconded by Benke, to DEFER LP-Z78, SITE PLAN <br />REVIEW, TO THE AUGUsr 10, 1993, COUNCIL MEEl1NG. <br /> <br />No Vote Taken. <br /> <br />Mr. Strobel has lived in New Brighton for 31 years and served on the City's <br />Economic Development Commission. This proposal came before the Planning <br />Commission several years ago, however, the original developer chose to use <br />shortcuts and ran the utility lines incorrectly. Strobel submitted a court order for the <br />relocation of the lines, and the case was settled out of court. The property has been <br />held for 10 years and is very high on Strobel's priority list to develop. He began the <br />development process in April with a presentation to the Planning Commission, and <br />the commission assured there were no encumbering reasons to not proceed with the <br />project. Strobel and his partners have spend much time and money on the project <br />and are very eager to go ahead. His partners have found interested tenants, but are <br />at risk of losing these businesses if the project is delayed. Any delay would <br />ultimately cause serious financial consequences and devalue the project, and he <br />respectfully asks Council the real need to delay this project. He intends to build an <br />attractive, quality building which would be an asset to the Center and New Brighton. <br />Because it is a smaller building, it would be compatible with the Center. He doubts <br />the Council will1cnow anymore in two weeks than they know tonight. <br /> <br />Rebelein withdrew her motion to defer the item. <br /> <br />Benke asked if Rebelein or WilIiams could speculate to what may happen to the <br />Senior Center Proposal, and if this proposal would be detrimental if the Senior <br />Center was installed behind Strobel's property. <br /> <br />Rebelein had just recently become aware of the Strobel's proposal, and it was for <br />that reason she asked the item to be deferred for further information. She noted <br />concern of the City's potential liability and responsibility in causing any losses to a <br />proposal which complies with the City's district and ordinance requirements. She <br />rescinded her motion after hearing the activities associated with the parcel. <br /> <br />Benke noted that several months ago he expressed his concerns of the proposal to <br />Mr. Strobel's partners. <br /> <br />Mr. Strobel feels the proposal would not overpower the shopping center and is an <br />appropriate use for the area. He noted that the proposal did not include an elevated <br />height for the building, so not to overpower any businesses to the west. <br /> <br />Benke said his major concern is not the Senior Center, but the revitalizing of the <br />area. <br /> <br />Council Business <br /> <br />Silver Lake Place <br />Mixed Use <br />Commercial Building <br />Robert Strobel <br />Report 93-212 <br />
