<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />July 27, 1993 <br /> <br />Page 5 <br /> <br />Council Business. continued <br /> <br />Mattila said the proposed exterior material would be concrete block with vertical <br />raking and metal fascia which would try to match the finish of the existing building. <br /> <br />Harry Schroeder, architect, said the existing exterior is 16-18 ft. high tilt up concrete <br />slab, and the south side includes a sheet metal canopy. Because the cost to install tilt <br />up concrete on a 12 ft. wall is cost prohibited, the applicant decided to install <br />concrete block and sheet metal fascia to match the existing building. He noted the <br />ordinance relates to decorative block on the exterior of buildings, which can be <br />interpreted in many ways. <br /> <br />The applicant proposes to install a stacked concrete block which will be raked <br />vertically and the horizontal lines flushed out to match the existing building. The <br />most important element is the metal fascia wrapping around the westerly face and <br />both comers to marry the old addition to the new one. <br /> <br />Mattila said the Planning Commission preferred that the project use scored block <br />material. Mr. Schroeder said the scored block involves an artificial joint in the <br />block. In effect, this proposal would rake the vertical joints so that it appears <br />scored. Benke verified that this process would essentially mean that the exterior will <br />be simulated scored block. <br /> <br />Motion by Gunderman, seconded by Rebelein, to RECOMMEND APPROVAL OF <br />LP-276 SUBJECT TO THE FOLWWING CONDmON: <br />1. RICE CREEK WATERSHED DISl'RICT APPROVAL. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Mattila presented the site plan review to construct a 8,080 sq. ft. mixed use <br />commercial center. <br /> <br />The proposed site is located west of Silver Lake Road and east of the Rice Creek <br />Shopping Center and is owned by Robert Strobel. The Planning Commission <br />reviewed the site plan and recommends approval. Staff reviewed the proposed use <br />and found it complies with the B-3 district and parking ordinance standards. <br /> <br />The proposed site plan is very similar to the plan approved in 1986, and the impact <br />on the surrounding commercial area would be minimal. The only conditions at this <br />point is the utility plan approval by the City Engineer, additional landscaping on the <br />west side of the building, and a performance bond. <br /> <br />Benke noted that in 1986, the discussion referred to the impact of locating a building <br />whose height would visibly block the other businesses from Silver Lake Road. <br />Mattila said that issue was not discussed by the current Planning Commission. <br /> <br />Benke said because of the recent issues relating to this area, he raised the question on <br />what is the ultimate fate of the shopping center. He is concerned that taking action <br />on this proposal may further complicate issues. The Metropolitan Council rejection <br />for the use of the Anoka County Regional Park as the site for the senior center. <br />Because of this, the task force's second alternative site, the Rice Creek Center, is <br />brought into the full picture.
