<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />July 13, 1993 <br /> <br />Page 11 <br /> <br />Council Business, continued <br /> <br />Terry Johnson, 2367 Tioga, noted that in the past 12 years, 3 cars and one <br />deer have gone through his fence bordering Silver Lake Road. He asked if <br />the proposed retaining wall includes a barricade to prevent these <br />occurrences. Mr. Soler has found that other County projects had included <br />fences installed with retaining walls. Mr. Johnson asked if the issue of the <br />widening between 3rd and 5th St. where footage would be removed from <br />the west side, had been omitted from the list of conditions. Proper stated <br />that he will add this issue to the list of conditions. <br /> <br />Councilmember Williams arrived at 9:45 p.m. <br /> <br />Motion by Benke, seconded by Williams, to REAPPROVE THE SILVER LAKE <br />ROAD RECONSTRUCTION PROJECT INCLUDING ALL PRIOR CONDITIONS, <br />WITH THE EXCEPTION OF THE 35 MPH SPEED LIMIT REDUCTION. <br /> <br />3 Ayes - 1 Naye (Rebelein), Motion Carried. <br /> <br />Motion by Rebelein, No Second, to REQUIRING THE INTERCONNECTED <br />SIGNALS BE OPERATED ON THE ROADWAY AT 30 MPH OPERATING <br />SPEED. <br /> <br />Motion died because lack of second. <br /> <br />Motion by Rebelein, seconded by Larson, to REQUIRING A NARROW <br />MEDIAN BE INSTALLED BETWEEN 5TH AND 7TH STREETS SO THAT <br />THERE BE NO LEFT TURNING. <br /> <br />3 Ayes - 1 Naye (Benke), Motion Carried. <br /> <br />Benke opposed the motion because previous discussions stated that the <br />City would try to reach a decision with the residents on that block. <br /> <br />Motion by Rebelein, seconded by Larson, to REQUIRING THAT THE LOWER <br />POINT OF THE SAG BE RAISED NO MORE THAN ONE FOOT, AND, IF <br />NECESSARY, THE PLAN DESIGN CONSIDER LOWERING THE HILL SOUTH <br />OF THE AREA INSTEAD OF RAISING THE SAG. <br /> <br />3 Ayes - 1 Naye (Benke), Motion Carried. <br /> <br />Motion by Rebelein, seconded by Larson, to REQUIRING THE POSTING OF <br />ADVISORY SIGNS INDICATING THAT THE INTERCONNECTED SIGNALS <br />SPEED LEVELS ARE SET AT 35 MPH. <br /> <br />4 Ayes - 0 Nayes. Motion Carried. <br /> <br />Motion by Benke, seconded by Rebelein, to APPROVE THE RAMSEY <br />COUNTY/CITY OF NEW BRIGHTON COOPERATIVE AGREEMENT FOR THE <br />PREPARATION OF THE PROJECT PLANS AND SPECIFICATIONS. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Council Business <br /> <br />Silver Lake Road <br />Reconstruction <br />Project <br />Report 93.198 <br />
