<br />Council Meeting Minutes <br />July 13, 1993 <br /> <br />Page 1 2 <br /> <br />Council Business. continued <br /> <br />Rebelein asked how difficult it would be to allow another engineering <br />consulting firm to prepare the project's plans and specifications. <br /> <br />Childs noted that SRF has performed studies on other City projects. <br />however. the City is not bound to using them. He would anticipate that <br />other engineering firms would most likely make similar recommendations as <br />SRF had for this reconstruction project. Rebelein noted that she had raised <br />concerns with SRF's original recommendations. Benke commented that <br />because SRF would be working directly for the City and Council. the City <br />would provide any direction needed to insure SRF is acting responsibly. <br /> <br />Benke suggested that as part of the next step. a citizen advisory group <br />should be created to work with staff and SRF to deal with the project's <br />details. The City is committed to working with the Windsor Green residents <br />as well as other residents along Silver Lake Road. <br /> <br />Williams supports the appointment of SRF and respects their opinions and <br />recommendations. <br /> <br />Motion by Williams, seconded by Benke. to APPROVE THE LETTER <br />AGREEMENT WITH STRGAR-ROSCOE-FAUSCH, INC. FOR ENGINEERING <br />SERVICES FOR PREPARATION OF THE PROJECT PLANS AND <br />SPECIFICATIONS. <br /> <br />3 Ayes - 1 Naye (Rebelein) Motion Carried. <br /> <br />Motion by Benke, seconded by Williams, to DIRECT STAFF TO PREPARE <br />AND PRESENT AT THE EARLIEST OPPORTUNITY A COMMUNITY <br />INVOLVEMENT PLAN FOR THE REVIEW OF RECONSTRUCTION PROJECT. <br /> <br />4 Ayes - 0 Nayes. Motion Carried. <br /> <br />Economic Development Specialist Jill Hanson presented the Development <br />Agreement with Stony Lake Properties, Inc. (John Ordway). <br /> <br />In April, Council authorized staff to negotiate and prepare a development by <br />and between the City and Stony Lake Properties for the redevelopment of <br />the Southeast corner of 10th St. and 5th Ave. in the Olde Town area. <br /> <br />Ordway proposes a series of commercial/service buildings and committed to <br />a build a minimum 22.825 square ft. in 3 to 6 buildings. Total minimum <br />value of the project when completed will be at least $913.000. <br /> <br />The first phase will begin this fall and be completed no later than 12/31/94. <br />Phase 2 will be completed no later than 12/31/95 and phase 3 will be <br />completed no later than 12/31/96. <br /> <br />The price of the land will depend on the amount of space construction and <br />soil correction costs. The price will be based on a dollar per sq. ft. of a <br />building figure of $5.50.
