I

I

I

Council Meeting Minutes
July 13, 1993

Page 13

Council Business. continued

The notes will be secured by a mortgage and personal guarantees from
Ordway. If Stoney Lake Properties fails to meet the obligations, the site
reverts back to the City. Stoney Lake will pay special assessments for the
streetscape improvements along both 5th Avenue and 10th St.

John Ordway said he is looking forward to beginning the project.

Benke noted that the City is anxiously awaiting the completion of the
project.

Motion by Rebelein, seconded by Larson, to WAIVE THE READING AND
ADOPT THE RESOLUTION AUTHORIZING EXECUTION AND DELIVERY OF
A CONTRACT FOR PRIVATE REDEVELOPMENT BY AND BETWEEN THE
CITY OF NEW BRIGHTON AND STONY LAKE PROPERTIES, INC.

4 Ayes - 0 Nayes, Motion Carried.

Childs presented a petition regarding restricted parking on Mississippi
Street.

A petition was received from residents of the very east end of Mississippi
St. adjacent to Rice Creek and Long Lake Park. They have concerns with
excessive parking problems along the street by park users.

Ramsey County does not consider this to be a park entrance, and persons
entering the park should use the Park's parking facilities. The County has
no objections to any City effort to discourage park users from parking on
Mississippi St. Also discussed was the use of the north side of Mississippi
St. for some distance as part of the trail system rather than acquiring right-
of-way from the railroad and construction a trail adjacent to the street.

Consideration would be to approve a no parking zone on the north side of
Mississippi St. and allow parking on the south side of Mississippi St. from
the cui de sac to Lakebrook by permit only. Each resident along the zone
would be issued rear view mirror hangers to be used as needed. The
responsibility to display the hangers is the property owners and the Police
would be instructed to issue a citation to vehicles without a hanger.

Larson added that the County as agreed to install a sign at the corner of
Mississippi St. and Long Lake Road stating that vehicle parking for Long
Lake Park should be done at the park's parking facilities.

Motion by Williams, seconded by Benke, to APPROVE A NO PARKING
ZONE ON THE NORTH SIDE OF MISSISSIPPI STREET FROM THE
INTERSECTION OF LAKEBROOK DRIVE EASTWARD TO THE CUL-DE-SAC
AND THE APPROVE PARKING BY PERMIT ONLY ON THE SOUTH SIDe OF
MISSISSIPPI STREET FROM LAKEBROOK DRIVE EASTWARD TO THE CUL-
OE:-SAC: AND DIRECT THE POLICE CHIEF TO PREPARE AND ISSUE THE
APPROPRIATE PERMITS TO THE ADJACENT HOMEOWNERS.

4 Ayes - 0 Nayes. Motion Carried.

Council Business

Ordway
Development
Agreement
Report 93-199

Mississippi St.
Restricted Parking
Report 93-200
