<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />July 13, 1993 <br /> <br />Page 7 <br /> <br />Council Business. continued <br /> <br />Benke thank,ed the commission and is delighted with their work. <br /> <br />'~ <br /> <br />Rebelein endorses the project. <br /> <br />Jeanettasaid the City will apply for a grant from the Cable Commission for <br />about $2,000 to defray the equipment costs. <br /> <br />Motion by Rebelein, seconded by Larson, to ACCEPT THE CABLE <br />ADVISORY COMMITTEE'S RECOMMENDATION ON EQUIPMENT TO <br />IMPROVE THE QUALITY OF CABLE BROADCASTING AND TAPING DONE <br />FROM THE COUNCIL CHAMBERS AND DIRECT STAFF TO IDENTIFY <br />RESOURCES TO PURCHASE THE EQUIPMENT IN THE CURRENT YEAR. <br /> <br />3 Ayes - 0 Nayes, Motion Carried. <br /> <br />City Engineer Les Proper presented the Silver Lake Road Reconstruction <br />Project. <br /> <br />Previously, Council approved the project contingent upon the reduction of <br />the speed limit on Silver Lake Road from 40 to 35 mph. MN/Dot studied <br />the request and denied the speed limit reduction. <br /> <br />The following recommendations are for Council consideration: reapprove <br />the project and any other modifications; approve the Cooperative <br />Agreement for plans and specification preparation; and approve the <br />agreement with Strgar.Roscoe-Fausch (SRF) for engineering services. <br /> <br />Proper reviewed the conditions contained in the previous approval: <br />roadway between 7th and 5th St. and Co. Rd. E and Silver Lane be a four <br />lane 52 ft. wide sections with left-turn lane widening at intersections; <br />roadway between 5th St. and Co. Rd. E be a four lane 66 ft. wide section <br />with 14 ft. landscaped medians with openings and left.turn lanes at 3rd St. <br />and the north entrance to the old Country Club store; Forestdale/7th St. <br />intersection be aligned for right and left turns with "facing turn lanes"; <br />permanent closing of 8th St.; traffic signals installed at Windsor Lane S. <br />and 3rd St. and signals operated on a coordinated basis to promote 35 mph <br />speed; Windsor Lane N. would be closed off with a center median requiring <br />left turns to use Windsor Lane S.; City's consultant work with Council and <br />residents between 5th and 7th St. to determine if left turns be allowed <br />from the center lanes or if a narrow median be installed to prevent left turns <br />from driveways; City's consultant work with Council, Windsor Green <br />Association and other residents on the landscaping of boulevards and <br />medians; undergrounding of NSP power lines if economically feasible; water <br />drainage from Co. Rd. E be carried to existing storm sewer on Silver Lane; <br />roadway in front of Windsor Green be shifted as far west as practical; and <br />project design show sensitivity towards homes along the sag vertical curve <br />north of 3rd St. by holding the grade of the northbound lanes as close as <br />practical to existing road grade. <br /> <br />Council Business <br /> <br />CAC <br />Recommendation for <br />Equipment <br />Report 93-197 <br /> <br />Silver Lake Road <br />Reconstructi on <br />Project <br />Report 93-198 <br />
