<br />Council Meeting Minutes <br />July 13, 1993 <br /> <br />Page 6 <br /> <br />Council Business. continued <br /> <br />The change in the School District election is beneficial for New Brighton <br />residents because the School District will pay a portion of the costs for <br />election judges, enhance voter convenience, reduce the demand on judges, <br />and increase voter turn-out. The coordination efforts would not restrict the <br />City or School District from holding elections at any other times, but each <br />would bear the full cost of any special election. Staff believes the <br />discussed terms are equitable and of benefit to the community. <br /> <br />Egan confirmed that the residents located in the St. Anthony School District <br />#282 are not included in this agreement. <br /> <br />Motion by Rebelein, seconded by Larson, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION AUTHORIZING EXECUTION OF AN AGREEMENT <br />FOR COORDINATED ELECTION SERVICES. <br /> <br />3 Ayes - 0 Nayes, Motion Carried. <br /> <br />Assistant to the City Manager Barbara Jeanetta presented the Cable <br />Advisory Committee (CAC) proposal to improve the City's cable <br />broadcasting. <br /> <br />Jeanetta introduced the CAC members: Stan McDonald, Gary Williams, <br />Angela Witzke, Bob Keim and Bob Graheck. The CAC's objective is to <br />"Provide feedback to Council and City Manager's Office that improves <br />Quality of municipal programming and text by seeking advice on sound, <br />lighting, or production techniques. <br /> <br />The subcommittee has made recommendations to improve the quality of <br />broadcasting from the Council Chambers. The subcommittee's individual <br />expertise along with the advice from the North Suburban Access <br />Corporation, other cities and video equipment vendors enabled the CAC to <br />complete the recommendations. <br /> <br />Jeanetta said the City receives about $33,000-45,000 annually in franchise <br />fees. The City is obligated to use those fees in cable related enhancement <br />features. The CAC is recommending a $30,500 package of cameras, <br />monitors, sound, and lighting improvements. <br /> <br />Gary Williams said the CAC feels the current video equipment is outdated <br />and was not designed as a fully integrated system and needs to be <br />replaced. The CAC looked at several options from replacing pieces or the <br />entire system. Their decision on the proposed system provides for <br />excellent quality which is complete and proven. The system will provide a <br />solid foundation and allow for future additions of equipment. Benke asked <br />if the existing equipment is salvageable. Williams feels the equipment could <br />be resold for about $4,000. <br /> <br />Stan McDonald feels the CAC is a dynamic group of people. The Mounds <br />View Cable Commission helped determine the City's needs and the CAC <br />identified future projects such as Antique Car Run and Stockyards Days <br />events.
