<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />July 13, 1993 <br /> <br />Page 5 <br /> <br />Council Business. continued <br /> <br />Mattila verified that the building setback range would be 10 to 30 ft. for <br />both front and side setbacks. <br /> <br />Motion by Rebelein, seconded by Larson, to WAIVE THE READING AND <br />GIVE A FIRST AND SECOND READING, ADOPT AND ORDER THE <br />PUBLICATION OF AN ORDINANCE RELATING TO SERVICE STATION <br />CANOPY SETBACKS. <br /> <br />3 Ayes - 0 Nayes, Motion Carried. <br /> <br />Finance Director Margaret Egan presented the Financial Policy Advisory <br />Board (FPAB) Guidelines for Selection of the Insurance Agency and the <br />Appointment of Youngdahl and Associates. <br /> <br />Ted Chien, FPAB, said 7 responses were received to the request for <br />proposals and 4 finalists were identified. Youngdahl and Associates was <br />chosen because it demonstrated the desired knowledge, experience and <br />responsiveness. The appointment would be effective immediately and <br />terminate at the end of 1996. A fee basis of compensation is suggested. <br /> <br />Benke noted that the current agency, First Insurance, had served the City <br />for over 6 years, but now ceased representing municipal clients. <br /> <br />Rebelein read the following policy guidelines: selection considered every <br />three years with annual reviews; selection provides for competitiveness; <br />agency compensation includes the fee basis or a combination of fees and <br />commission; agency must be knowledgeable, experienced and responsive; <br />and a single agency should meet all of the City's needs. <br /> <br />Motion by Larson, seconded by Rebelein, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION ESTABLISHING GUIDELINES FOR SELECTION <br />OF THE INSURANCE AGENCY AND APPROVING THE APPOINTMENT OF <br />YOUNGDAHL AND ASSOCIATES. <br /> <br />3 Ayes - 0 Nayes, Motion Carried. <br /> <br />Egan presented the Agreement for Coordinated Election Services. <br /> <br />Representatives from School District 621 and several Ramsey County Cities <br />met to determine better coordination of election activities. In conjunction <br />with this effort, School Board elections will be held in November of each <br />year. In the past, election were held in May. <br /> <br />Focus was on odd-year elections because these are exclusively held at the <br />discretion of local jurisdiction. During even numbered years, cities conduct <br />elections as agents of the County.
