<br />Council Meeting Minutes <br />July 13, 1993 <br /> <br />Page 4 <br /> <br />Public Hearina. continued <br /> <br />Frank Plocienik, 577 Old Highway 8, said his property lies within the <br />proposed TIF District and does not want to move. <br /> <br />Locke said because the TIF District is a large area, it will not be developed <br />at one time. The first project is underway and the second should begin the <br />end of the year, and it will take several years before the area is completely <br />redeveloped. The three parcels identified for acquisition are: Plocieniks <br />property and two other parcels. The City has no immediate plans for parcel <br />acquisition, but would work with the owners to accommodate their needs <br />and still provide for redevelopment. <br /> <br />Rebelein asked if it is feasible to protect the property owners by a condition <br />which maintains life estates for people like the Plocieniks. Locke said there <br />would be options available when the City begins acquiring those properties. <br />Because of the need for access, a street is being constructed and would <br />later run further south after those lots are acquired. The acquisition would <br />be timed inasmuch to fit best with the property owners. Rebelein verified <br />that if Council approves the TIF district it does not mean the City would <br />begin acquiring property. Locke said if the owners wanted to sell their <br />parcels, the City is a willing buyer. <br /> <br />Dorothy Plocienik, 577 Old Highway 8, does not see a need to continue the <br />road further because it would split their property in half. Locke said the <br />road would stop at the Plocienik's property and would not continue further <br />until new development occurs. <br /> <br />There were no further comments from the audience. <br /> <br />Motion by Rebelein, seconded by Larson, to CLOSE THE HEARING. <br /> <br />3 Ayes - 0 Nayes, Motion Carried. <br /> <br />Hearing was closed at 7:53 p.m. <br /> <br />Motion by Benke, seconded by Larson, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION MODIFYING PLANS FOR DEVELOPMENT <br />DISTRICT #1 AND APPROVING THE TAX INCREMENT FINANCING PLAN <br />FOR TAX INCREMENT FINANCING DISTRICT #22. <br /> <br />3 Ayes. 0 Nayes, Motion Carried. <br /> <br />Council Business <br /> <br />Mattila presented an amendment to the Zoning Ordinance to allow service <br />station canopies to be constructed with a less than required setback from <br />the street right-of-way as a special use. <br /> <br />The amendment would allow service station canopies to be constructed up <br />to 10ft. from the street right-of-way as a special use. The current setback <br />is 30 ft. from the street right-of-way.
