Mr. Buggy
could not confirm, but Capitol would evaluate rates to stay competitive. Williams
feels residents deserve to know if rents would increase. Mr. Buggy said Capitol
would continue their excellent management to keep the facility successful. Williams
noted the property was less than successful financially under previous ownership.
Mr. Buggy said that possibly the management from their Mankato facility could be
transferred to Brightondale.

Rebelein asked what would happen to the original bond holders. Mr. Buggy said the
bond holders would be repaid a proportionate share of the bond proceeds if Capitol
bought the property. Rebelein asked if that amount would be reduced because
Capitol's bid was less than G & P's. Mr. Buggy verified that would be correct.

Larson asked if Capitol is able to pay the assessed value of the property taxes. Mr.
Buggy verified that Capitol would intend to discuss this issue with Council.

Rebelein asked if G & P's interest in Brightondale depends upon an opportunity for
future development in New Brighton. Me. Gould verified it does not.

John Jahnke said his sisters who live at Brightondale are unhappy about the increases
even though the added services are of value. The quality of services provided by the
previous management have deteriorated, and he feels changes should be made. He
asked what additional services assisted living provided.

Mr. Black said it is not the level of care, but dealing with aging in a positive way.
Basic services include meals, housekeeping, laundry, security, social programs and
nursing care. Additional services involve: nursing, bathing, dressing and other
health care.

Williams asked if residents were notified of additional fees for nursing services. Me.
Black said the residents were notified, but the fee structure has not been finalized.
Fee structures from other facilities are characteristic of a schedule charging $5.65
per 15 minutes of care. Williams requested a schedule be presented at the June 22
meeting. Mr. Black verified a rate schedule would be provided.

Public Hearine:

G & P's request for
Housing Revenue
Bonds for Brightondale
