<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />June 7, 1993 <br /> <br />Page 2 <br /> <br />Consent Acenda <br /> <br />Motion by Rebelein, seconded by Larson, to APPROVE THE CONSENT <br />AGENDA ITEMS AS FOLLOWS: <br /> <br />1. <br /> <br />CONSOLIDATED VOUCHERS: 051376-051535 FOR A GRAND <br />TOTAL OF $218,642.64. <br /> <br />2. <br /> <br />CONSIDERATION OF APPROVAL TO WAIVE THE READING AND <br />ADOPT THE RESOLUTION AUTHORIZING TRANSFER OF PRIOR <br />YEAR COSTS FOR PROJECTS 92-08 AND 92-13. <br /> <br />3. <br /> <br />CONSIDERATION OF APPROVAL TO WAIVE THE READING AND <br />ADOPT THE RESOLUTION CLOSING CONSTRUCTION FUND #430. <br /> <br />4. <br /> <br />CONSIDERATION OF APPROVAL TO RECEIVE THE PETITION AND <br />ORDER A STUDY AND REPORT OF THE PARKING PROBLEM ON <br />MISSISSIPPI STREET. <br /> <br />5. <br /> <br />CONSIDERATION OF APPROVAL TO DIRECT STAFF TO INCLUDE <br />CURBING OF THE HANSEN PARK PARKING LOT AT 12TH AVENUE <br />AND 4TH STREET IN THE STREET PROJECT AND APPROPRIATE <br />$6,500 FROM CONTINGENCY ACCOUNT TO COVER THE COST. <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />Public Hearing - 7:37 - 7:45 p.m. <br /> <br />Economic Development Specialist Jill Hanson presented the establishment <br />of an Economic Development Authority (EDA), By-Laws and Officers. <br /> <br />In order to preserve and create jobs, enhance tax base, promote the general <br />welfare of its people, and provide development activities, Council will <br />create an EDA. An EDA will add flexibility and access to additional <br />development tools for economic development and housing purposes. <br /> <br />The EDA By-laws would follow Minnesota statutes. The EDA would be <br />governed by a board of five commissioners who shall be the Council. The <br />City Manager and the Finance Director will serve as Executive Director and <br />Assistant Treasurer, respectively. <br /> <br />Because many economic development and housing contracts require both <br />City and EDA authorization, the EDA would be arranged so that the same <br />individuals would sign on behalf of the City and EDA. To appoint officers in <br />such a way as to have the same people signing both City and EDA checks, <br />the Mayor should be appointed EDA President and Treasurer. This would <br />be the most efficient arrangement, however, the EDA may choose to <br />establish any board members as President and Treasurer. <br /> <br />Jim Casserly, Casserly Molzahn, explained that an EDA would provide the <br />City with better flexibility for its development programs.
