Casserly said an EDA would make this <br />procedure more clear and provides for participation in a limited partnership <br />program. An EDA allows the City to incorporate all housing and <br />redevelopment authority powers. <br /> <br />There were no comments from the audience. <br /> <br />Motion by Williams, seconded by Larson, to CLOSE THE HEARING. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Hearing was closed at 7:45 p.m. <br /> <br />Motion by Rebelein, seconded by Larson, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION ESTABLISHING AN EDA FOR THE CITY OF NEW <br />BRIGHTON; AND TEMPORARILY ADJOURN THE COUNCIL MEETING AND <br />CONVENE THE EDA MEETING TO ADOPT THE BY-LAWS AND APPOINT <br />EDA OFFICERS. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br /> <br />I Meeting was temporarily adjourned at 7:48 p.m. <br /> <br /> <br />Meeting was reconvened at 7:54 p.m. <br /> <br />Council Business <br /> <br />City Planner Erny Mattila presented for consideration the rezoning request <br />from Wooddale Builders. <br /> <br />The applicant requests to rezone the property (located near Cleveland Ave. <br />and 4th St. SE) from R-2, Two Family Residential to B-1, Limited Business. <br />The applicant wishes to build a 5,500 sq. ft. office building on the site. <br /> <br />Staff recommended denial of the request because a 100 ft. wide lot zoned <br />R-2, would be located between B-1 and R-3A districts and encourages <br />haphazard land use patterns. Staff had recommended rezoning the entire R- <br />2 district to B-1. The Planning Commission recommended approval of the <br />request so the building could be built and the house adjacent to the north <br />may continue as a permitted use. <br /> <br />I <br /> <br />On May 25, Council continued consideration to allow the applicant, Steve <br />Schweiters and the homeowners, Mr. and Mrs. Walker, to meet with a <br />mediator to determine a course of action acceptable to both parties.
