DDTl"'I_l'1Y\l\J
.'~~,' ~~,~ DftlU-Il Vl ~
the City that works for you

May 18, 1993

Richard and Marilyn Wise
802 Torchwood Drive .
New Brighton, Minnesota 55112

Dear Mr. & Mrs. Wise:

Thank you' for sharing a copy of your letter to Senator Novak regarding the 8th Street closure
matter. I appreciate your concern, that we all share, for the safety of the residents of the
Torchwood Drive/Redwood Lane neighborhood. However, I believe it is important to note that, in
my view, Senator Novak 11M 11Qt used his position to promote a personal interest. Quite to the
. contrary, I believe he and Mrs. Novak have shown exceptional restraint in trying to balance their
concern for their children and the concerns of his neighbors. Because of his position he is in a "no
win" situation. It is also important that you know that our discussions started long before his child
was struck by a car.

The issue here is not a matter of position or personal concern. We are all concerned! This question
is, how do we minimize the overall risk that accidents will happen in light of conflicting views,
uncertain technology, costs, and random human errors. Hopefully, reason will prevail and we will
be able to resolve our differences of opinion very soon. That is my hope, along with a prayer that
no family has to deal with the tragedy of a child being struck by a car, in this neighborhood or any - -
other.

_ Please let me know if you have further insights or comments on this or any other City matter.

Sincerely,

dL-

Robert J.
