The cost <br />for personal service investigations is much less than the $900 which would be <br />charged to the Basics for Hair owner and her two personal service license <br />applicants. To make the Code more equitable, the City Attorney drafted a <br />proposed amendment providing for one $300 annual fee for all licenses. <br /> <br />Staff found that a survey of cities with over 20,000 population revealed a <br />wide range of massage parlor license fees from $200 to $10,000. The range <br />for personal service licenses were $25 to $1,300. Staff recommends the fees <br />be set at the low end because the other survey fees appear to be for <br />"stand alone" businesses not accessory uses. <br /> <br />The applicant proposes to operate a massage parlor as an accessory use to <br />Basics for Hair. <br /> <br />Janie Favreau, Basics for Hair, requests a massage parlor license as an <br />accessary use to her business located at 151 Silver Lake Road. Renata A. <br />Johnson and Anna M. Uhde are applying for personal service licenses as a <br />massage therapists at the location. All applicants paid required investigation <br />and license fees. The investigations found no reason to deny the licenses. <br /> <br />Motion by Gunderman, seconded by Larson, to WAIVE THE FIRST AND <br />SECOND READING OF AN ORDINANCE AMENDING NEW <br />BRIGHTON CITY CODE SECTION 15-195 RELATING TO THE <br />ISSUANCE OF LICENSES FOR MASSAGE PARLORS. <br /> <br />4 Ayes - 0 Nayes (Rebelein Absent), Motion Carried. <br /> <br />Motion by Gunderman, seconded by Larson, to WAIVE THE READING <br />AND ADOPT THE RESOLUTION ESTABLISHING LICENSE FEES <br />FOR MASSAGE PARLORS (ACCESSORY USE) AT $100 PER YEAR; <br />AND ESTABLISHING PERSONAL SERVICE (THERAPEUTIC <br />MASSAGE) AT $50 PER YEAR. <br /> <br />4 Ayes - 0 Nayes (Rebelein Absent), Motion Carried. <br /> <br />Motion by Gunderman, seconded by Williams, to GRANT A BUSINESS <br />LICENSE FOR A MASSAGE PARLOR TO JANIE FAVREAU, DBA <br />BASICS FOR HAIR; GRANT PERSONAL SERVICE LICENSES FOR <br />MASSAGE THERAPY TO RENATA A.
