Council addressed the issues raised by the people on <br />Redwood, and verified that the Novak Family had not been the instigators. <br />In fact, the New Brighton Legislator had attempted to pass a bill to lower <br />residential speed limits, and the bill passed through House and Senate, but <br />was vetoed by the Governor. <br /> <br />Alan Dickey, 2790 Torchwood, is happy that the Torchwood issue was <br />dropped. He feels the City and residents have been addressing the wrong <br />issue because the main problem has to do with children and adults using the <br />streets for playgrounds and walking paths. <br /> <br />Jeanette Perkins, Redwood, has noticed a great increase in traffic since the <br />Torchwood addition was created. She confirmed that the 8th Street issue was <br />brought before the Council many years ago. She wants residents to know <br />that it was not the Novaks that started the issue, but herself along with many <br />other residents who requested it be addressed. <br /> <br />Helen Struman, 851 Redwood, feels the barricade is very inconvenient and <br />has found the streets have become a playground for neighborhood children. <br />She wants 8th Street opened, but not as an one way street. <br /> <br />Lyle Hopkins, 770 Forestdale, feels 8th Street should be opened as a two way <br />until the signal is completed. <br /> <br />Motion by Williams, seconded by Larson, to DIRECT ST AFJi' TO <br />PREPARE THE PLANS AND SPECIFICATIONS FOR THE REVISED <br />SIGNAL AT 7TH STREET, FORESTDALE ROAD AND SILVER LAKE <br />ROAD INTERCHANGE, BASED ON A COST SHARING <br />ARRANGEMENT WITH RAMSEY COUNTY; AUTHORIZE THE <br />REMOV AL OF THE 8TH STREET BARRICADE ON A TEMPORARY <br />BASIS; DIRECT STAFF TO PREPARE PLANS AND <br />SPECIFICATIONS FOR THE CREATION OF AN ONE WAY <br />OUTBOUND ON 8TH STREET UNTIL THE SIGNALS ON 7TH <br />STREET BECOME OPERATIONAL; AT WHICH TIME 8TH STREET <br />WOULD BE PERMANENTLY CLOSED; AND MONITOR ACCIDENT <br />SITUATIONS WHICH COULD BE ATTRIBUTED TO THE OPENING <br />OF 8TH STREET (AT WHICH TIME THE OPENING WOULD BE <br />REASSESSED) . <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Council temporarily adjourned at 9:25 p.m. <br /> <br />Council reconvened at 9:35 p.m. <br /> <br />Council Business <br /> <br />Redwood Lane <br />Traffic Issues <br />Report 93-148 <br />
