<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />May 25, 1993 <br /> <br />Page 8 <br /> <br />Council Business. continued <br /> <br />Motion by Gunderman, seconded by Larson, to AUTHORIZE THE CITY <br />TO SPLIT THE $50,000 COST WITH RAMSEY COUNTY AND <br />DEVELOP PLANS AND SPECIFICATIONS TO INSTALL THE <br />TEMPORARY REVISED TRAFFIC SIGNALS FOR 7TH STREET AND <br />FORESTDALE ROAD AT SILVER LAKE ROAD. <br /> <br />No Vote Taken. <br /> <br />Williams noted that an additional action would be the removal of the 8th <br />Street barrier and creation of an one way, eastbound exit allowing left and <br />right turns onto Silver Lake Road. He suggested an amendment to <br />Gunderman's motion. <br /> <br />Rebelein feels the Williams amendment does nothing to reduce morning hour <br />volumes and speeds. She opposes reopening 8th St. and feels it would be a <br />mistake to make it into an one way. Being that 8th St. will be closed <br />permanently in two years, she does not see benefit to opening it up in the <br />interim. <br /> <br />Motion by Williams, seconded by Larson, to AUTHORIZE THE <br />REMOVAL OF THE 8TH STREET BARRICADE ON A TEMPORARY <br />BASIS; DIRECT STAFF TO PREPARE PLANS AND <br />SPECIFICATIONS FOR THE CREATION OF AN ONE WAY <br />OUTBOUND ON 8TH STREET UNTIL THE SIGNALS ON 7TH <br />STREET BECOME OPERATIONAL; AT WHICH TIME 8TH STREET <br />WOULD BE PERMANENTLY CLOSED; AND MONITOR ACCIDENT <br />SITUATIONS WHICH COULD BE ATTRIBUTED TO THE OPENING <br />OF 8TH STREET (AT WHICH TIME THE OPENING WOULD BE <br />REASSESSED). <br /> <br />4 Ayes - 1 Naye (Rebelein), Motion Carried. <br /> <br />Rebelein intends to support the motion. <br /> <br />Steve Royce, 2827 Torchwood, feels that the Torchwood issue was brought <br />up because several Torchwood residents opposed the 8th Street closing. He <br />feels 8th Street should be open and the signal plan installed. <br /> <br />Williams confirmed that the remarks made by the Torchwood people <br />regarding opposition to the 8th Street barricade had nothing to do with the <br />Torchwood proposal. From his original observations, he felt closing <br />Torchwood would eliminate traffic problems on Forestdale, Driftwood and <br />Redwood.
